(1) Dominant areas of vegetables in winter and spring in South China and Southwest China. Including 7 provinces (autonomous regions), distributed in Hainan, Guangdong, Guangxi, Fujian and southern Yunnan, southern Guizhou and Panxi, Sichuan, there are 94 key counties (cities, autonomous regions) of vegetable industry. The climate in this area is warm in winter and spring, and it is called "natural greenhouse". The average temperature in 65438+ 10 month (most in Leng Yue) is ≥ 10℃, which can produce warm fruits and vegetables in the open field.
-Development goals. In 94 key counties (cities, districts) of vegetable industry, the total output of vegetables will be 25 million tons by 20 15, and the foreign sales volume will be 150,000 tons; In 2020, the total output will be 26 million tons, and the external sales will be 6,543,800 tons.
-Target market. "Three Norths", the Yangtze River Basin and the off-season markets of Hong Kong and Macao in winter and spring.
-Main products and time to market. Cowpea, kidney bean, towel gourd, bitter gourd, watermelon, tomato, pepper, eggplant, etc. , listed in South China from February to March of the following year, and listed in Southwest Tropical Region from June to April.
(2) The dominant vegetable areas in winter and spring in the Yangtze River basin. Including 9 provinces (cities), distributed in Sichuan, Chongqing, Hubei, Hunan, Jiangxi, Zhejiang, Shanghai, south-central Jiangsu and southern Anhui, there are 149 key counties (cities, districts) of vegetable industry. The climate in this area is mild in winter and spring, with an average temperature of 65438+ 10 ≥4℃, which can be cultivated in the open field. It is the largest production base of cold dishes in winter and spring in China.
-Development goals. 149 key counties (cities, districts) of vegetable industry, with a total vegetable output of 54 million tons and an external sales volume of 27 million tons in 20 15; In 2020, the total output of vegetables will be 56 million tons, and the external sales will be 28 million tons.
-Target market. "Three North", Pearl River Delta and Hong Kong and Macao off-season markets in winter and spring.
-Main products and time to market. Chinese cabbage, cauliflower, lettuce, celery, mustard, Chinese cabbage, radish, common Chinese cabbage, kale, garlic sprouts and other cool vegetables are concentrated in 1 1- April of the following year.
(3) Dominant vegetable areas in summer and autumn in the Loess Plateau. Including 7 provinces (autonomous regions), distributed in Shaanxi, Gansu, Ningxia, Qinghai, Tibet, Shanxi and northern Hebei, there are 54 key counties (cities, autonomous regions) of vegetable industry. The areas suitable for vegetable production in this area are mostly plateaus, flat dams and hilly areas above 800 meters above sea level. The temperature difference between day and night is large, and it is cool in summer. The average temperature in July is ≤25℃, and all kinds of vegetables can be produced without shading and cooling facilities.
-Development goals. The total output of vegetables in 54 key counties (cities, districts) in 20 15 years is 20 million tons, and the external sales volume is120 thousand tons; In 2020, the total vegetable output will be 2 1 10,000 tons, and the external sales will be10.3 million tons.
-Target market. Off-season markets in North China, Lower Yangtze River, South China, Hong Kong and Macao in summer and autumn.

(4) Dominant vegetable areas in Yunnan-Guizhou Plateau in summer and autumn. Including 5 provinces (cities), distributed in Yunnan, Guizhou, western Hubei, western Hunan, southeastern Chongqing and northeastern Chongqing, there are 38 key counties (cities, districts) of vegetable industry. The areas suitable for vegetable production in this area are mostly plateaus, flat dams and hilly areas with an altitude of 800 ~ 2200 meters. It is cool in summer and is known as the "natural tree in the south". The average temperature in July is ≤25℃, and all kinds of vegetables can be produced without shading and cooling facilities.
-Development goals. The total vegetable output of 38 key counties (cities, districts) in 20 15 years100000 tons, with an external sales volume of 6 million tons; In 2020, the total vegetable output will be 1 1 10,000 tons, and the external sales volume will be 6.5 million tons.
-Target market. Summer and autumn off-season markets in South China, the lower reaches of the Yangtze River, North China, Hong Kong and Macao.
-Main products and time to market. Cabbage, radish, Chinese cabbage, celery, carrot, cauliflower, broccoli, lettuce and other cold-loving vegetables, as well as pepper, tomato, kidney bean, melon and other warm-loving vegetables, will be listed from July to September.
(5) Northern high latitude vegetable dominant areas in summer and autumn. Including 4 provinces (autonomous regions), distributed in Jilin, Heilongjiang, Inner Mongolia, Xinjiang and Xinjiang Construction Corps, there are 4 1 vegetable industry key counties (cities, autonomous regions). The latitude in this area is high, the summer is cool, the average temperature in July is ≤25℃, and all kinds of vegetables can be produced without shading and cooling facilities.

-Main products and time to market. Tomatoes, peppers, cucumbers, kidney beans, Chinese cabbage, onions and other vegetables are all listed in June -65438+ 10.
(6) Advantages of protected vegetables in Huanghuaihai and Bohai Rim. Including 8 provinces (cities), distributed in Liaoning, Beijing, Tianjin, Hebei, Shandong, Henan, central and northern Anhui and northern Jiangsu, there are 204 key counties (cities, districts) of vegetable industry. The area is relatively rich in light and heat resources in winter and spring, close to big cities, and suitable for the development of protected vegetable production.
-Development goals. Among the 204 key counties (cities, districts), the total vegetable output in 20 15 years1530,000 tons, and the external sales volume1070,000 tons; In 2020, the total vegetable output will be more than1630,000 tons, and the external sales will be1160,000 tons.
-Target market. In addition to the local market, it is mainly sold to the winter and spring off-season markets in the Yangtze River Basin and the northern border areas.
-Main products and time to market. Tomatoes, cucumbers, peppers, eggplant, kidney beans, zucchini, watermelon, cabbage, celery, asparagus, leeks, edible fungi, etc. The centralized listing time of vegetables in solar greenhouse is from June to June of the following year; Fruits and vegetables that like the warmth in the greenhouse will be listed in April-June and 9-165438+1October, while vegetables that like the coolness in the greenhouse will be listed in June-June.
Since 2 1 century, the production of edible fungi and watermelon in China has developed rapidly, and the consumption has been increasing. The above-mentioned vegetable advantage areas have been covered, and all localities should jointly plan and develop.
2. Selection criteria for key counties of vegetable industry. The plan focuses on the construction of 580 key counties of vegetable industry in China. The principles and standards for selecting counties are as follows:
(1) County-level selection principle. In order to give full play to comparative advantages and balance the national vegetable supply, based on the vegetable production data of counties (cities, districts) in 2009 jointly reported by the development and reform commissions of various provinces (autonomous regions and municipalities) and the agricultural departments, according to the obvious geographical advantages, large production scale, winter and spring (12, 1 2, February), summer and autumn (7-7).
(2) County-level selection criteria. According to the vegetable production area, foreign sales volume and per capita possession, the key counties of vegetable industry in China were selected. Considering the great differences between open-field vegetables and protected vegetables in variety, multiple cropping index, yield level and transfer amount, different standards were adopted for classification and screening.
—— Key counties of open vegetable industry. Focusing on solving the problem of vegetable supply in winter, spring, summer and autumn, it has been established in 23 provinces (autonomous regions and municipalities) such as Guangdong, Guangxi, Fujian, Hainan, Yunnan, Guizhou, Sichuan, Chongqing, Hubei, Hunan, Jiangxi, Zhejiang, Shanghai, Shanxi, Shaanxi, Gansu, Ningxia, Qinghai, Tibet, Xinjiang, Inner Mongolia, Jilin and Heilongjiang.
The screening conditions are: sowing area ≥65438+ 10,000 mu, foreign sales ≥65438+ 10,000 tons, and per capita possession ≥350 kg. A total of 368 counties were screened out.
—— Key counties of facility vegetable industry. In order to solve the problem of vegetable supply in winter and spring off-season, key counties of protected vegetable industry will be selected nationwide. The screening conditions are: the area of solar greenhouses and large and medium-sized sheds is ≥ 30,000 mu, the external sales volume is ≥10.5 million tons, and the per capita possession is ≥350 kg. A total of 204 counties are selected.
—— Key counties of vegetable industry in special regions. Considering that the National Vegetable Industry Development Plan should not only highlight the key points, but also give due consideration to the vegetable consumption demand in various regions, the following eight counties (cities) have been added: Bailang County, Shigatse City and Duilong Deqing County in Xizang Autonomous Region; Datong County and Ledu County, Qinghai Province; Chongming County, Qingpu District and Jinshan District of Shanghai.
According to the above principles and standards, 580 counties (cities, districts) out of 3/kloc-0 provinces (autonomous regions and municipalities) were selected as key counties of national vegetable industry. Among them, there are 36 big cities, 26 municipal districts, 285 major grain counties and 269 other counties (cities, districts) (see Annex 2 for details).
