article 1 in order to promote the development of ethnic education and improve the scientific and cultural quality of all ethnic groups, these regulations are formulated in accordance with the education law of the people's Republic of China, the regulations on the promotion of ethnic minority education in Yunnan province and other laws and regulations, combined with the actual situation of dehong autonomous prefecture (hereinafter referred to as autonomous prefecture). Article 2 The term "ethnic education" as mentioned in these Regulations refers to all kinds of education at all levels for ethnic minority students and students in ethnic minority areas within the administrative area of Autonomous Prefecture. Article 3 Ethnic education should give priority to development, and adhere to the principles of overall planning, highlighting key points, adapting measures to local conditions, and classifying guidance. Article 4 The people's governments of autonomous prefectures and counties (cities) shall strengthen ethnic education, incorporate it into the national economic and social development plan, and take it as an important part of the annual work target assessment.

encourage citizens, legal persons and other organizations to support the development of ethnic education. Article 5 Ethnic education shall be managed by the government at different levels, with the competent department of education in charge and the competent department of ethnic affairs and other relevant departments cooperating. Article 6 The people's governments of autonomous prefectures and counties (cities) shall increase financial investment in ethnic education, and ensure that the proportion of investment in ethnic education in the total financial expenditure will gradually increase with the development of the national economy. Article 7 The people's governments of autonomous prefectures and counties (cities) shall, according to the distribution and changing trend of school-age children and adolescents of ethnic minorities, rationally plan the layout of various schools and promote the balanced development of education.

Newly-built residential areas and ex-situ relocation sites should be supported by the construction of primary and secondary schools and kindergartens in accordance with relevant national and provincial regulations.

the people's governments at all levels in the autonomous prefecture shall guarantee the land for school construction. The land planned for the construction of schools shall not be changed without legal procedures. Land for school construction should be given priority support in land supply, land use approval and other links. Article 8 Parents or other guardians have the obligation to send school-age children and adolescents to school to receive and complete compulsory education.

people's governments at all levels in the autonomous prefecture should take measures to help solve the difficulties of minority school-age children and adolescents in receiving compulsory education and prevent them from dropping out of school. Article 9 The people's governments of autonomous prefectures and counties (cities) shall vigorously develop preschool education and gradually popularize preschool education.

encourage and support social forces to set up preschool education. Article 1 The people's governments of autonomous prefectures and counties (cities) shall set up kindergartens, ethnic primary schools and ethnic middle schools which mainly recruit minority students.

the competent education department should set up minority departments (classes) in ordinary primary and secondary schools with higher educational level, and run necessary primary school teaching points in rural areas. Eleventh autonomous prefectures and counties (cities) people's governments shall, according to the actual needs, set up bilingual kindergartens in ethnic minority areas, and carry out bilingual teaching suitable for the characteristics of ethnic minority students in preschool education and primary education. Twelfth ethnic schools, ethnic departments, ethnic classes and primary and secondary schools in ethnic minority areas should strengthen the education of ethnic unity and the excellent traditional culture of the Chinese nation, and vigorously cultivate and practice the socialist core values.

Encourage qualified schools to offer local traditional culture and national sports courses. Thirteenth ordinary high school enrollment, should be appropriate to relax the admission standards and conditions for minority candidates, to give special care to minority candidates in areas with relatively backward education development. Article 14 The people's governments of autonomous prefectures and counties (cities) shall exempt minority students from ordinary high schools and secondary vocational schools with financial difficulties and provide them with living allowances. Fifteenth autonomous prefectures and counties (cities) people's governments shall set up grants for ethnic minority students with financial difficulties to support ethnic minority students with financial difficulties.

the people's governments of autonomous prefectures and counties (cities) shall set up scholarships for minority students to reward minority students who are admitted to institutions of higher learning. Article 16 The people's governments of autonomous prefectures and counties (cities) shall ensure the basic needs of the staffing of schools for ethnic minorities and schools in areas inhabited by ethnic minorities. The staff establishment of boarding ethnic primary and secondary schools can be appropriately increased on the basis of national and provincial standards.

encourage the government to purchase services to ensure school logistics services. Article 17 The people's governments of autonomous prefectures and counties (cities) give the following preferential treatment to teachers and other educators engaged in educational work in ethnic minority areas and ethnic schools:

(1) Enjoy subsidies for ethnic education and living.

(2) For teachers who have been teaching for 1 years in a row, priority should be given to recuperation and national and provincial teacher training.

(3) Teachers who have been teaching continuously for 15 years shall be awarded honorary certificates and medals by the people's governments at the county level; Teachers who have been teaching for 25 consecutive years shall be awarded honorary certificates and medals by the Autonomous Prefecture People's Government; Teachers who have been teaching for 3 years in a row shall be awarded honorary certificates and medals by the Autonomous Prefecture People's Government and given a one-time reward.

(4) Children of teachers who have been teaching for five consecutive years enjoy preferential policies for minority students when they apply for ordinary high schools.

(5) Give priority to teachers' revolving houses or affordable housing. Eighteenth autonomous prefecture, county (city) people's government or the competent department of education shall, in accordance with the relevant provisions of the state and the province, commend and reward the units and individuals that have made remarkable contributions to the development of ethnic education. Nineteenth education authorities should regularly carry out the training of school administrators and teachers. Managers and teachers of ethnic schools should arrange training or further study at least once every three years.
