What is the main process of the legislation of Beijing Letters and Calls Regulations? What major work has been carried out?

On June 5438+February 10, 2020, the meeting of directors of the Standing Committee of the Municipal People's Congress agreed to formulate the Regulations on Handling Complaints as 202 1 Legislative Plan.

In order to ensure the quality of legislative work, a special class for legislative work was set up, and relevant government departments and relevant working institutions of the National People's Congress jointly carried out research and drafting work.

20021On May 27th, the 3rd meeting of the Standing Committee of the Municipal People's Congress held the first trial of the draft bill submitted by the municipal government.

In order to reflect the public opinion to the greatest extent and gather together, the Standing Committee of the Municipal People's Congress actively practices the whole process of democracy and publicly solicits opinions on the draft regulations.

The first ten legislative contact points of the Standing Committee also played an important role. The leaders of the Standing Committee visited the streets, the homes of township representatives, China University of Political Science and Law and Law School of Renmin University of China for many times to listen to their opinions.

After the first trial, the opinions of 1 1377 deputies to the Fourth Municipal People's Congress and 669 15 grassroots workers and citizens were solicited through the platform of the liaison station of the Municipal People's Congress.

After the second trial, with the consent of the Municipal Party Committee, the city leaders were organized to go deep into the homes and liaison stations of the deputies of all districts in the city as deputies to the National People's Congress, and listen to the opinions and suggestions of the deputies of the people's congresses at the city, district and township levels.

Through the whole process of widely listening to opinions, publicizing legislative ideas, unifying thoughts and understanding, and condensing knowledge to the greatest extent, it laid the foundation of public opinion for the smooth promulgation of the regulations.

On September 24th, 20021year, the 33rd meeting of the Standing Committee of the 15th Beijing Municipal People's Congress voted and passed the Regulations, which shall come into force as of the date of promulgation.
