A fine of not less than 10,000 yuan but not more than 100,000 yuan may be imposed.

Anyone who violates the provisions of this article shall be ordered by the urban management law enforcement department to clear it within a time limit; if he refuses to clear it, he will be cleared on his behalf, and the necessary expenses shall be borne by the offender, and a fine of not less than 50 yuan but not more than 500 yuan shall be imposed. Among them, those who use or organize to post, write, scribble, hang or otherwise publish promotional materials or slogans for publicity shall be fined not less than RMB 10,000 but not more than RMB 100,000.

Article 24 No unit or individual may post or hang promotional materials or slogans on trees, buildings, structures or other facilities without authorization.
