Article 1: In order to purify and protect the educational environment and ensure the healthy growth of primary and secondary school students, in accordance with the "Education Law of the People's Republic of China" and the "Law of the People's Republic of China on the Protection of Minors" , based on the actual situation of our city, these measures are formulated. Article 2 The term “educational environment” as mentioned in these Measures mainly refers to the school, social and family environment that directly affects the healthy growth of primary and secondary school students. Article 3 These Measures shall apply to the environmental protection of all primary and secondary education and secondary vocational and technical education within the administrative region of this city. Article 4 People's governments at all levels should strengthen leadership in educational environmental protection, establish patriotism and revolutionary tradition education bases in a planned manner, and open up venues for science, technology, culture, sports and other social activities for primary and secondary school students.
Schools, agencies, groups, enterprises, institutions and student families should create a healthy growth environment for primary and secondary school students, and do a good job in environmental protection and environmental education. Article 5: The education administrative departments of people's governments at all levels are responsible for the environmental protection of primary and secondary school education. Responsible for proposing educational environment construction plans, formulating environmental education plans, and guiding, evaluating, and inspecting educational environmental protection work. Article 6: In order to allow primary and secondary school students to have sufficient environmental space for school activities, when planning and building new schools, the per-student floor area and per-student building area must be implemented in accordance with national standards. The government should compensate schools whose original standards are lower than those set by the state when they are renovated around them. Article 7: Schools must adhere to the system of raising and lowering the national flag in accordance with the "Flag Law of the People's Republic of China". Article 9 The construction of the campus environment should be beautiful, civilized, and clean, and should have a distinct educational, scientific, and cultural atmosphere.

Writing and hanging slogans must be serious and neat, and the words must be standardized. Article 10: Schools must attach great importance to the construction of a safe environment, establish a safety education system, and formulate safety precautions. Article 11 School buildings, venues and equipment used for teaching in schools shall not be rented or transferred for non-teaching purposes. Article 12 It is prohibited to set up stalls on campus and engage in profit-making activities targeting teachers and students. Article 13: Smoking is prohibited for primary and secondary school students. No one is allowed to smoke on campus, in classrooms, dormitories and other student activity areas. Article 14: Education, culture, science and technology departments shall organize and arrange for primary and secondary school students to participate in social, cultural and scientific and technological activities with educational significance in a planned manner. Article 15: Public cultural and sports facilities such as libraries, museums, science and technology centers, cultural centers, art galleries, and gymnasiums (venues), as well as historical and cultural monuments and revolutionary memorial halls (grounds), shall provide preferential treatment to teachers and students. Article 16 Commercial electronic game machines, billiards, song and dance halls, karaoke halls and other places that are not suitable for primary and secondary school students and minors to enter shall have signs prohibiting primary and secondary school students from entering in prominent locations, and effective measures shall be taken to prohibit the entry of primary and secondary school students. Article 18: No organization or individual may preach in schools, force primary and secondary school students to join religious organizations or participate in religious activities, or use religion to carry out activities that interfere with the national education system. Article 19: No organization or individual may attack the school, disrupt or destroy the school education environment and teaching order. Article 20: No unit or individual may encroach on or occupy school buildings and venues, and may not arbitrarily use school buildings and venues for other purposes. If an individual needs to change the use, it must be submitted to the competent education administrative department for approval by the people's government at the same level. Article 21: No unit or individual may set up commercial electronic game machines, billiards, song and dance halls, karaoke halls, or other places that are not suitable for primary and secondary school students and minors to enter within a radius of 200 meters in front of the school. Article 22 No market shall be established in front of the school. Mobile stalls are not allowed to be set up within 100 meters opposite the school gate and on both sides. Article 23: Production and business activities that cause serious pollution and noise are not allowed near the school. Article 24: No organization or individual may sell, rent, or disseminate books, newspapers, audio-visual products, computer and game console software that promote pornography, violence, obscenity, feudal superstition, etc., which are harmful to the physical and mental health of primary and secondary school students. Article 25: No organization or individual may seduce or instigate middle school students to participate in feudal superstition, gambling, hooliganism and other activities that are harmful to the physical and mental health of primary and middle school students.
Article 26: Families should create a suitable learning and living environment for students according to conditions. Article 27 Parents or other guardians of students shall educate students on patriotism, collectivism, socialism, etc., and guide students with their own exemplary behavior.
Adult members of the family should not engage in illegal and unhealthy activities such as feudal superstition and gambling, and educate students not to participate in such activities. Article 28: Families should cooperate with the school in arranging students’ holiday activities. Article 29 Parents or other guardians of students should frequently check the content of students’ extracurricular activities, promptly stop students from participating in activities that are harmful to physical and mental health, and educate them to make corrections. Article 30 People's governments at all levels and relevant departments shall provide moral encouragement and material rewards to the following units and individuals that have made outstanding achievements in purifying and protecting the educational environment.
(1) Those who have made outstanding achievements in campus environment construction and environmental education;
(2) Those who have made greater contributions to supporting and funding the construction of educational environment;
(3) Implementing these Measures and achieving remarkable results in creating and maintaining an educational environment.
