1. Significance, guiding principles and goals and tasks

(1) Significance. There are more than 83 million disabled people in our country, directly affecting 260 million family members. Disabled people are a social group with a large number, outstanding characteristics and special difficulties. They are a key group of social security and public services. Promoting the construction of "two systems" for people with disabilities is the core content of Zhongfa [2008] No. 7 document. It is an inevitable requirement for in-depth study and practice of the scientific outlook on development, safeguarding social fairness and justice, ensuring and improving people's livelihood, and promoting coordinated economic and social development. It is a fundamental measure to help disabled people improve their basic living conditions, promote the all-round development of disabled people, and ensure that disabled people fully enjoy the fruits of reform and development. Currently, the country is accelerating the construction of a social security system covering urban and rural residents and the equalization of basic public services. All regions and relevant departments must fully understand the significance of the construction of "two systems" for persons with disabilities, and effectively enhance their sense of responsibility and urgency. In view of this, the construction of "two systems" for persons with disabilities should be regarded as an important and urgent task in building a moderately prosperous society in an all-round way and building a harmonious socialist society. (2) Guiding principles.

(3) Mission objectives. By 2015, the basic framework of "two systems" for disabled people will be established, so that the basic needs of disabled people such as basic life, medical care, rehabilitation, education, and employment can be institutionally guaranteed, and the living conditions of disabled people will be further improved. By 2020, the "two systems" for people with disabilities will be more complete, the level of security and service capabilities will be greatly improved, and all people with disabilities will receive basic public services, and everyone with disabilities will have basic living security and basic medical care. Security and rehabilitation services, comprehensive universal compulsory education for disabled children and teenagers, significantly improved cultural and educational levels for disabled people, more adequate employment, wider participation in society, and generally reached a moderately prosperous level.

2. Improve the social security system for people with disabilities and improve the level of social security for people with disabilities

Comprehensive implementation of free compulsory education for disabled students. Among full-time undergraduate and junior college students in ordinary colleges and universities, all disabled students from families with disabilities and those with financial difficulties in their families, as well as first- and second-year students in secondary vocational schools, must all Enjoy national grants; disabled students studying in vocational high school classes in special education schools should also enjoy state grants; and gradually implement free access to secondary vocational education for disabled people.

(2) Implement social insurance subsidies and various benefits for disabled people. 3. Strengthen the construction of the service system for persons with disabilities and improve the ability and level of services for persons with disabilities

(1) Improve the socialized rehabilitation service network and gradually realize that everyone with disabilities has access to rehabilitation services. (2) Improve the education service system for disabled people and continuously improve the educational level of disabled people. Accelerate the development of higher secondary education, mainly vocational education. Strengthen the construction of secondary vocational schools for persons with disabilities and higher special education colleges (majors), broaden the professional settings, expand enrollment scale, and improve the quality of school running. Promote the joint operation of special education schools and vocational schools, and promote the sharing of resources such as vocational education and training bases.

Encourage all types of special education schools (academies), vocational schools and other education and training institutions at all levels to carry out multi-level vocational education and training for disabled people, and establish a mechanism to connect vocational training subsidies for disabled people with training quality and one-time employment rate.

Rationally allocate special education resources, strengthen special education research, strengthen special education teacher training, accelerate the construction of special education informatization, promote special education curriculum reform and innovation, and continuously improve the quality and level of special education. Strengthen the planning and construction of special education schools and improve school running conditions. Give full play to the role of special education schools in attending classes for disabled children and teenagers, community education, parent training, and selecting and dispatching itinerant teachers.

(3) Establish and improve the employment service network for disabled people to promote stable employment for disabled people. Implement the "Regulations on the Employment of Disabled Persons" and implement policies to promote and protect the employment of disabled people, such as proportional employment of disabled people, tax incentives for units that place disabled people, support for individual employment of disabled people, and government priority procurement of products or services from employers that intensively use disabled people. , Improve policies such as the collection and use of employment security funds for persons with disabilities. Employment service agencies for persons with disabilities are an important part of public employment service agencies. (4) Strengthen poverty alleviation services for rural disabled people and help disabled people get out of poverty. 4. Establish and improve the institutional mechanism for the construction of social security system and service system for persons with disabilities

(1) Strengthen organizational leadership. (3) Strengthen publicity and guidance.
