Article 4 The security institution of the Agricultural Development Bank shall work under the leadership of the president at the corresponding level, accept the guidance of the security department of the superior bank, the local People's Bank of China and the public security organ, and be responsible to the president at the corresponding level.

Article 5 This system is applicable to all levels of Agricultural Development Bank.

Chapter II Responsibility System for Safety Work

Article 7 The presidents at all levels of a bank are the first responsible persons for the security work of the bank at the corresponding level and are fully responsible for the security work of the bank at the corresponding level. Specific responsibilities are:

Article 8 The leaders in charge of security work at all levels of a bank are the direct leaders of security work at the corresponding level, and their main responsibilities are:

(a) to organize the formulation and implementation of safety work rules and regulations, and to supervise and inspect the implementation of the responsibility system for safety work;

(two) to lead the security department to implement the requirements and arrangements of the superior bank and the local government and public security organs for security work;

(3) Leading the security department to establish and improve the prevention system for financial criminal cases and public security disasters and accidents, and ensuring the safe operation of banks at the same level;

(four) organize relevant departments to carry out comprehensive safety inspection, and promote the development of safety work;

(five) in-depth investigation and study, timely find and solve new situations and new problems in safety work;

(six) keep abreast of the ideological trends of security personnel, care about their work and life, and fully mobilize their work enthusiasm.

Ninth security departments at all levels are the functional departments responsible for security work, and their specific responsibilities are:

(a) to prevent theft, robbery, fraud and other financial cases, to ensure the safety of agricultural development bank funds;

(two) do a good job in preventing fires, explosions, traffic accidents and other public security disasters and accidents, and promote the safety of assets and personnel of the Agricultural Development Bank;

(three) responsible for the management of criminal cases, public security disasters and accidents in production safety, and organizing or participating in case detection and accident investigation according to law;

Article 10 The person in charge of each department is responsible for the safety prevention work of this department, and the specific responsibilities are:

Chapter III Safety Prevention Work and Prevention Facilities Management

Chapter IV Management of Firearms and Ammunition

Article 27 The main contents of safety inspection are as follows:

Chapter VI Management of Cases and Accidents

Chapter VII Responsibility and Investigation of Financial Cases and Safety Accidents

Thirty-fifth Agricultural Development Bank implements the system of administrative accountability for financial cases, public security disasters and production safety accidents.

Thirty-sixth main leaders of agricultural development banks at all levels and responsible persons of relevant departments shall report the following financial cases and major security matters.

(two) a major traffic accident that caused death or serious property losses;

(three) major engineering quality and safety accidents caused by the person in charge of the Agricultural Development Bank;

(four) because the office and business premises are not equipped with safety precautions, the personnel on duty are not in place, resulting in the loss of state property or the death of personnel;

(five) due to the failure to use special equipment and violation of regulations, resulting in the death of employees or serious financial losses;

(six) firearms (ammunition) accidents caused casualties;

(seven) other major safety accidents.

Agricultural development banks at all levels and relevant departments shall, according to this system, give administrative sanctions to other persons directly responsible for the prevention and occurrence of safety accidents; If the case constitutes a crime, it shall be transferred to judicial organs for criminal responsibility in accordance with relevant regulations.

Administrative penalties for units and individuals involved in major safety accidents shall be implemented in accordance with the provisions of relevant laws, regulations and rules. Article 37 All financial cases, safety accidents and other disability and death accidents listed in Article 36 of these Provisions shall be reported in time, and those who conceal them shall be given corresponding administrative sanctions once found.

Chapter VIII Supplementary Provisions

Article 39 The head office of Agricultural Development Bank shall be responsible for the interpretation and revision of this system.
