Ninth security departments at all levels are the functional departments responsible for security work, and their specific responsibilities are:

Agricultural development banks at all levels and relevant departments shall, according to this system, give administrative sanctions to other persons directly responsible for the prevention and occurrence of safety accidents; If the case constitutes a crime, it shall be transferred to judicial organs for criminal responsibility in accordance with relevant regulations.

Administrative penalties for units and individuals involved in major safety accidents shall be implemented in accordance with the provisions of relevant laws, regulations and rules.
