Article 3 The term “domestic garbage” as mentioned in these regulations refers to solid waste generated in daily life or in activities providing services for daily life, as well as solid waste that is regarded as domestic garbage in accordance with laws and administrative regulations.

The placement, collection, transportation and processing of industrial solid waste, construction waste, agricultural solid waste, hazardous waste, medical waste and other solid waste shall be managed in accordance with relevant provisions of national laws and regulations. Article 4 The classification management of domestic waste follows the principles of government promotion, national participation, urban and rural coordination, adapting measures to local conditions, and being simple and easy to implement. Article 5 The Municipal People's Government shall incorporate domestic waste classification management into the national economic and social development plan, establish a coordination mechanism for domestic waste classification, determine the source reduction and classification management goals of domestic waste, and coordinate the planning and construction of domestic waste classification facilities and terminal treatment. Management work, strengthen domestic waste classification publicity, education, training, and law enforcement, and ensure financial investment in domestic waste classification management.

The District People's Government is responsible for organizing and implementing domestic waste classification management within its jurisdiction, implementing the goals of domestic waste classification management, and providing corresponding guarantees.

The town people’s government and sub-district offices (hereinafter referred to as towns and sub-districts) will incorporate domestic waste classification management into grassroots social governance work and strengthen organizational coordination and guidance.

Village committees and residents’ committees (hereinafter referred to as villages and residents), under the guidance of towns and streets, cooperate in the organization, mobilization, publicity, and guidance of domestic waste classification.

The management agencies of Hengqin New Area and Economic Functional Zone perform the relevant duties of the District People’s Government. Article 6 The municipal urban management and comprehensive law enforcement department is the competent department for the classification management of domestic waste (hereinafter referred to as the municipal competent department). It is responsible for organizing the implementation of these regulations, organizing the preparation of domestic waste management plans, formulating the domestic waste classification management system and organizing its implementation. Provide guidance, assessment and supervision on domestic waste classification work. The competent department for the classification and management of domestic waste in each district (hereinafter referred to as the district competent department) is determined by each district and is responsible for the supervision and management of domestic waste classification within its jurisdiction.

The ecological environment department is responsible for the monitoring of pollutant emissions in domestic waste centralized transfer facilities, terminal treatment facilities and other places, as well as the supervision and management of pollution prevention and control during the storage, transportation and treatment of hazardous waste.

The housing and urban-rural development department is responsible for organizing the preparation of special plans for domestic waste treatment facilities and urging property service companies to carry out domestic waste classification work. The content of domestic waste classification management in residential areas should be included in the model text of the preliminary property contract and property service contract.

The natural resources department is responsible for incorporating the construction of facilities for classified placement, classified collection, classified transportation and classified treatment of domestic waste into the supporting construction requirements of public service facilities in the construction project, and the construction of domestic waste treatment facilities. The land is included in the land use plan.

The development and reform, education, technological innovation, industry and information technology, public security, finance, transportation, commerce, agriculture and rural areas, culture, radio, television, tourism and sports, health, market supervision and management and other departments are within the scope of their respective responsibilities Carry out work related to the classification and management of domestic waste. Competent departments of various industries should include the classification of domestic waste into industry management responsibilities. Article 7: The municipal competent department is responsible for coordinating the establishment of a domestic waste classification management service platform, collecting and publicizing relevant information on domestic waste classification management.

Departments of ecological environment, commerce, housing and urban-rural construction and other departments should interconnect information on hazardous waste management, renewable resource recycling management, property service enterprise management and other information that are hazardous wastes with the domestic waste classification management service platform to realize information ***Enjoy. Article 8: Encourage innovation in domestic waste classification technology to achieve intelligent, professional and informatized management of domestic waste classification. Article 9 People's governments at all levels and their relevant departments should use various methods to popularize the knowledge of domestic waste classification to the public and enhance the public's awareness of classification.

This city’s newspapers, radio, television, Internet and other media should continue to carry out public welfare publicity on domestic waste classification knowledge.

The education department should incorporate the knowledge of domestic waste classification into school education and teaching content, and organize and carry out popular science education activities on domestic waste classification.

Operation and management units of parks, stations, airports, docks, and public places such as tourism, culture, sports, entertainment, and commerce should carry out domestic waste classification publicity under the guidance of municipal and district authorities. .

Encourage environmental protection organizations, volunteer organizations and other social welfare organizations to carry out publicity on domestic waste classification. Article 10 This city’s circular economy, city appearance and sanitation, property management, tourist hotels, catering and cooking, housekeeping services, commercial retail, logistics and delivery and other industry associations shall incorporate domestic waste classification requirements into industry self-discipline regulations, guide and urge member units to do a good job in daily life Garbage sorting work. Article 11 The municipal and district people's governments shall establish an incentive mechanism for source reduction and classification of domestic waste, commend or reward units, families or individuals with outstanding achievements, and may use awards instead of awards for those responsible for classification management such as property service enterprises.
