Article 1: Rural garbage treatment in work briefing

On June 5th, the Municipal Rural Domestic Waste Management Inspection Team came to our office for inspection. During the inspection, it was found that the construction of the garbage pool in our office was lagging behind, and there were more garbage in the sections such as Langjian Road and Langsheng Road, and the daily cleaning of some villages was not in place. After being reported by the comprehensive management office of urban and rural environment, it has attracted great attention from my street office. We immediately deployed the comprehensive improvement of environmental sanitation in the whole office and took the following measures:

First, strengthen leadership and implement a long-term mechanism. Our office has set up a leading group and office for the treatment of rural domestic waste, and is equipped with staff. It also formulated the "Implementation Measures for Health Inspection and Appraisal of Jiangnan Sub-district Office", implemented a long-term mechanism, and formulated detailed rules for health inspection and appraisal. Highlight rewards and punishments, raise standards, give economic rewards to the top three with a total score of more than 90 points, and give informed criticism with a total score of less than 85 points, and record them in the performance evaluation of village-level organizations. In order to truly implement the inspection and appraisal work and ensure fairness, openness and justice. We also transferred deputies to the National People's Congress, members of the CPPCC and representatives of the old sports associations to enrich the health supervision and inspection team, and carried out supervision and inspection by combining regular inspections with irregular inspections to supervise and implement the comprehensive management of rural environment.

The second is to increase the intensity of rectification. In the whole office, the atmosphere of comprehensive environmental sanitation management with rural household cleaning action as the main content will be set off. All government officials give up their rest and go to work normally on weekends, assist villages (residents) to do a good job in environmental sanitation, and focus on cleaning up sanitary corners and old garbage. On the basis of the first batch of investment of 450,000 yuan to build 12 villages 136 garbage ponds and garbage houses, the second batch of investment of 50,000 yuan was made to produce and distribute unified publicity slogans and billboards, and brochures were issued for wide publicity. At the same time, organize relevant manpower to carry out dragnet inspection on the environmental sanitation of all villages (communities) in the whole office, and carry out informed criticism inspection on the villages with poor environmental sanitation, and make rectification within a time limit.

The third is to improve the construction of facilities. The fifth is to increase publicity. Set up propaganda slogans for comprehensive environmental improvement on the main roads of villages, and at the same time publicize the purpose and significance of comprehensive environmental improvement by using rural radio, so that the comprehensive environmental improvement work is well-known and widely supported by the masses.

Chen pointed out that the treatment of rural domestic waste is the expectation of the CPC Central Committee and the State Council, and it is necessary to implement the central government's decision-making and deployment on improving rural living environment to the letter; The majority of farmers want to deal with rural domestic garbage. What do farmers want to deal with? Garbage around the village? Must meet the basic requirements; The treatment of rural domestic garbage is the need of environmental protection, and the pollution of domestic garbage to the environment must be solved; Controlling rural domestic garbage is all we can do. As the second largest economy in the world, China has the economic strength and financial resources to solve this problem.

Doing a good job in the five-year special governance work is arduous and arduous. We must highlight key points and break through difficulties. Chen demanded that the following work should be done well: first, local housing and urban-rural construction departments should make good reports, and must strive to put the management of rural domestic waste on the important agenda of local party committees and governments, and local leaders should personally grasp it, which is the guarantee for us to do this work well; Second, we must establish a stable, reliable and efficient institutional mechanism to make this work persist for a long time, ensure the sustainability of funds, personnel and operations, and achieve and maintain quality and level; Third, there must be financial guarantee. Housing and urban-rural construction departments at all levels should not only strive for financial support, but also make good use of this fund to maximize its benefits; Fourth, there should be a team to ensure the effective collection and treatment of rural domestic garbage; Fifth, we must implement waste reduction, which can not only obtain funds, but also reduce the cost and pressure of waste treatment; Sixth, we must fully mobilize the enthusiasm of all parties, with the high-spirited spirit of cadres in the housing and urban and rural construction systems, the active participation of the majority of rural grassroots cadres, and the support of the majority of farmers, so as to get everything ready and start the rural domestic waste control work in an all-round way; Seventh, the housing and urban-rural construction departments at all levels must regularly report the situation, conduct regular inspections, interview and communicate with local party committees and governments when necessary, organize acceptance and certification by province, and promote governance by province.

At the meeting, Sichuan and Shandong exchanged experiences at different levels, and the Environmental Health Center of China Urban Construction Research Institute introduced examples of rural domestic waste transfer in different regions. Representatives from the Propaganda Department of the CPC Central Committee, the Agricultural Office of China, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Agriculture and the All-China Women's Federation attended the meeting, as well as the heads of housing and urban construction departments at all levels and county-level people's governments.
