Two reduction policies

The General Office of the Central Committee and the General Office of the State Council issued the Opinions on Further Reducing Students' Homework Burden and Off-campus Training Burden in Compulsory Education, referred to as "Double Reduction Policy".

1. "Double reduction" means effectively reducing the excessive workload of students in compulsory education and the burden of off-campus training. One is to reduce the workload of students in compulsory education, and the other is to resolutely reduce the off-campus training of disciplines. Mainly by controlling the amount of homework, improving the level of after-school service, standardizing off-campus training behavior, etc., it can alleviate educational anxiety and promote students' all-round development and healthy growth.

2. The purpose of this policy is to effectively reduce the students' excessive homework burden, off-campus training burden, family education expenditure and parents' corresponding energy burden in 1 year, and achieve remarkable results in three years, significantly improving people's educational satisfaction.

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the Fifth Plenary Session of the 19th Central Committee, effectively improve the level of school education, continuously standardize off-campus training (including online training and offline training), and effectively reduce the excessive academic burden and off-campus training burden of students in compulsory education. 2.021July 24th, the General Office of the Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Students' Homework Burden and Off-campus Training Burden in Compulsory Education. All localities and departments are requested to conscientiously implement it in light of the actual situation. In August of the same year, the Office of the State Council Education Steering Committee issued a special notice to inform the progress of the implementation of the "double reduction" work in each province every two months.

According to the document, the strict supervision of off-campus training is not to close all off-campus training institutions across the board, but to require all off-campus training institutions to operate in accordance with the law and regulations within the prescribed business hours, not to conduct early education or advanced education, and to liberalize non-disciplinary training of training institutions. This is to make off-campus training institutions return to their proper functional orientation. To implement the "double reduction" document, off-campus education and training institutions must make changes. Simply put, only by establishing a multiple evaluation system and creating multiple choices for students to become talents can students be liberated from their academic burden. If the education evaluation system is not reformed, governance will be a palliative rather than a permanent cure.
