The city appearance and environmental sanitation administrative departments of the urban people's governments are responsible for the management of urban appearance and environmental sanitation within their respective administrative regions. Article 4 The urban people's government shall establish a responsibility system for urban appearance and environmental sanitation. Article 5 City appearance and environmental sanitation workers should abide by professional ethics and work in a civilized manner.

Any unit or individual should respect the work of city appearance and environmental sanitation workers, and must not hinder or obstruct city appearance and environmental sanitation workers from performing their duties. Chapter 2 Urban Appearance Management Article 8 Urban buildings, structures, public facilities, environmental sanitation, public places, landscaping, and advertising signs shall comply with the urban appearance standards stipulated by the state and autonomous regions. Districted cities, scenic tourist cities, and coastal open cities can formulate urban appearance standards that are stricter than those stipulated by the state and autonomous regions based on local actual conditions. Article 9 All relevant competent departments and units in the city shall, in accordance with the urban appearance standards stipulated by the state and autonomous regions, strengthen the management and maintenance of municipal public facilities, power supply, communications, air defense, transportation, fire protection and other facilities along the streets to keep them intact and tidy. Article 10 Street-facing buildings, structures or facilities specified by the city people's government shall be painted, decorated and cleaned regularly in accordance with urban appearance standards; no objects that may hinder the city appearance may be piled or hung on the tops, balconies, platforms, outer corridors and windows. Article 15: No unit or individual is allowed to pile items, build buildings, structures or other facilities on both sides of streets or public places. Due to special needs such as construction, temporary stacking of items on both sides of streets and public spaces, and the erection of non-permanent buildings, structures or other facilities must be handled in accordance with relevant regulations after obtaining the consent of the administrative department for city appearance and environmental sanitation. Article 16 Shops around the city square and on both sides of the main streets specified by the city people's government are not allowed to operate or operate beyond the thresholds and windows, or to place billboards, light boxes or display products. Article 18 The construction site within the city shall not affect the city appearance and environmental sanitation, and the construction unit shall abide by the following regulations:
