Chapter I General Provisions Article 1 In order to strengthen the management of Mengdonghe Scenic Area, effectively protect and rationally utilize the scenic resources of Mengdonghe River, these Regulations are formulated in accordance with the State Council's Regulations on Scenic Areas and other laws and regulations. Article 2 Mengdonghe Scenic Area consists of Laosicheng, Sihe, Monkey Jump and Wangcun Scenic Area, and the specific scope shall be subject to the scope delineated in the overall planning of Mengdonghe Scenic Area approved by the State Council. Article 3 The protection, utilization and management of Mengdonghe Scenic Area shall abide by these regulations. Article 4 The Mengdonghe Scenic Area shall follow the principles of scientific planning, unified management, strict protection and sustainable utilization. Article 5 The management organization of Mengdonghe Scenic Area established by Yongshun County People's Government is responsible for the protection, utilization and unified management of Mengdonghe Scenic Area. Article 6 The people's government of the township (town) where the Mengdonghe Scenic Area and its peripheral protection areas and water source protection areas are located shall assist the management agencies of the Mengdonghe Scenic Area to do a good job in the protection and management of scenic resources. Article 7 Xiangxi Tujia and Miao Autonomous Prefecture People's Government (hereinafter referred to as the state people's government) and Yongshun County People's Government shall incorporate the protection and management of Mengdonghe Scenic Area into the national economic and social development plan, and include the protection and management funds into the fiscal budget at the corresponding level. Eighth all units and individuals have the obligation to protect the scenic resources of Mengdong River, and have the right to stop and report the destruction of scenic resources.

Units and individuals that have made remarkable achievements in the protection and management of Mengdonghe Scenic Area shall be commended and rewarded by the relevant people's governments. Chapter II Planning and Protection Article 9 The planning of Mengdonghe Scenic Area is divided into overall planning and detailed planning. The planning of Mengdonghe Scenic Area is the basis for the protection, construction and management of Mengdonghe Scenic Area, and any unit or individual must strictly implement it.

The approved planning of Mengdonghe Scenic Area shall not be modified without authorization. If it is really necessary to amend it, it shall be carried out according to law.

If property losses are caused to citizens, legal persons or other organizations due to the revision of the planning of Mengdonghe Scenic Area, compensation shall be given according to law.

Yongshun County People's Government shall announce the planning of Mengdonghe Scenic Area to the public. Article 10 It is forbidden to violate the planning of Mengdonghe Scenic Area, set up various development zones in Mengdonghe Scenic Area and build hotels, guest houses, training centers, sanatoriums and other buildings unrelated to the protection of scenic resources in the core scenic area; Has been completed, it should be in accordance with the planning of Mengdonghe scenic area to move out according to law.

Illegal buildings (structures) in the core scenic area of Mengdonghe Scenic Area shall be removed according to law and ordered to restore vegetation and landforms. Eleventh no unit or individual may occupy, buy or sell or illegally transfer the scenic resources and land in Mengdonghe Scenic Area in other forms, and may not change the land use without authorization. Twelfth of the Mengdonghe scenic area in the core scenic area of land expropriation or requisition according to law.

Yongshun County People's Government shall, according to the planning requirements, organize residents living in the core scenic area of Mengdonghe Scenic Area to move out, and make resettlement and compensation according to law.

Outside the core scenic spot of Mengdonghe Scenic Area, according to the national customs, Yongshun County People's Government has designated the land for funeral and interment according to the planning requirements. Article 13 The people's government of the county where Mengdonghe Scenic Area and its peripheral protection areas and water source protection areas are located shall do a good job in closing hillsides to facilitate afforestation, afforestation, forest fire prevention and forest pest control.

Forest vegetation restoration fees paid by construction projects occupying or requisitioning forest land in Mengdonghe Scenic Area shall be used for afforestation in different places in Mengdonghe Scenic Area.

The management institution of Mengdonghe Scenic Area shall, jointly with relevant departments, investigate and identify the ancient and famous trees and rare plants in Mengdonghe Scenic Area, establish archives and include them in the protection list. Fourteenth rare wild animals such as clouded leopard, white crane, white-necked pheasant, macaque, golden pheasant, white-crowned pheasant, pangolin, otter and giant salamander in Mengdonghe Scenic Area shall be protected in accordance with the provisions of laws and regulations on wildlife protection. Article 15 The state people's government and the people's government of the county concerned shall strengthen the protection of water bodies in Mengdonghe Scenic Area and its peripheral protection areas and water source protection areas, and do a good job in soil and water conservation and prevention and control of geological disasters.

Yongshun County People's Government shall give priority to the protection of Hanigong Waterfall, Mud Waterfall, Luoshuikeng Waterfall, Tongqianyan Waterfall, Wangcun Waterfall and their water sources.

It is forbidden to build industrial projects and hydropower stations in Mengdonghe Scenic Area, and it is forbidden to build heavily polluted industrial projects in peripheral protection areas and water source protection areas. Article 16 The state people's government and the competent department of environmental protection shall strengthen the coordination of environmental protection in the states of Youshui River Basin, and the Yongshun County People's government shall strengthen the environmental protection in Mengdong River and Lingxi River Basin, and strictly control the total amount of pollutants discharged from the upstream of Mengdong River Scenic Area. Article 17. There are bronze pillars of the Western Zhou Dynasty, the site of Laosicheng Palace, the site of Bihua Mountain Villa, the site of Xiepu Ancient City, the site of Yalaoyuan, the site of Longtan City, the ancient tombs of Zijinshan, Duck Lawn, Lotus, Elephant Trunk Hill, Batong Lake, Lianghekou, Wangcun, Zushidian, Tuwangmiao and Elephant Trunk Hill in Mengdonghe Scenic Area.

For buildings (structures) with historical, artistic and national cultural values, such as ancestral halls, houses, production and living workshops, etc., which are not listed in Mengdonghe Scenic Area, the management institution of Mengdonghe Scenic Area shall, jointly with relevant departments, establish archives and include them in the protection list.
