The latest regulations on the administration of safety evaluation institutions:

1. Basic requirements for Grade A qualification of safety evaluation institutions:

(1) Safety evaluation institutions of construction enterprises have legal person status, with registered capital of more than 5 million yuan and fixed assets of more than 4 million yuan;

(2) The safety evaluation institution of the construction unit has a fixed workplace, facilities and equipment suitable for its work, and has the necessary technical support conditions;

(3) The safety evaluation institution of the construction enterprise has obtained Grade B qualification of the safety evaluation institution for more than 3 years, and has no record of illegal acts;

(4) The safety evaluation institution of the construction enterprise has a sound internal management system and a safety evaluation process control system;

(5) There are more than 25 full-time safety assessors in the safety assessment institution of the construction unit, including more than 2% of the first-class safety assessors and more than 3% of the second-class safety assessors. In accordance with the proportion of not less than 3% of full-time safety assessors, registered safety engineers shall be equipped. Safety assessors and registered safety engineers have professional abilities suitable for their declared business;

(6) The legal representative has passed the relevant knowledge training on safety production and safety evaluation organized by a first-level qualification training institution;

(7) having full-time technical director and process control director. The full-time technical person-in-charge has the qualification of safety assessor and registered safety engineer above grade 2, and has senior professional and technical titles suitable for the declared business;

(8) Other conditions as stipulated by laws, administrative regulations and rules of the safety evaluation institutions of construction enterprises.

II. Basic requirements for Grade B qualification of safety evaluation institutions:

(1) Safety evaluation institutions of construction enterprises have legal person status, with registered capital of more than 3 million yuan and fixed assets of more than 2 million yuan;

(2) The safety evaluation institution of the construction unit has a fixed workplace, facilities and equipment suitable for its work, and has the necessary technical support conditions;

(3) The safety evaluation institution of the construction enterprise has a sound internal management system and a safety evaluation process control system;

(4) There are more than 16 full-time safety assessors in the safety assessment institution of the construction unit, including more than 2% of the first-class safety assessors and more than 3% of the second-class safety assessors. In accordance with the proportion of not less than 3% of full-time safety assessors, registered safety engineers shall be equipped. Safety assessors and registered safety engineers have professional abilities suitable for their declared business;

(5) The legal representative of the safety evaluation institution of the construction enterprise has passed the relevant safety production and safety evaluation knowledge training organized by the institution with safety training conditions;

(6) There are full-time technical directors and process control directors. The full-time technical person-in-charge has the qualification of safety assessor and registered safety engineer above grade 2, and has senior professional and technical titles suitable for the declared business;

(7) Other conditions stipulated by laws, administrative regulations and rules.

III. Scope of the project contracted by the safety evaluation institution

(1) Grade A enterprise qualification

A safety evaluation institution with Grade A qualification may engage in safety evaluation activities nationwide according to the determined business scope;

(2) Grade B enterprise qualification

A safety evaluation institution with Grade B qualification may engage in safety evaluation activities in its provinces, autonomous regions and municipalities directly under the Central Government according to the determined business scope.

The safety evaluation of the following construction projects or enterprises must be undertaken by a safety evaluation institution with Grade A qualification:

(1) Construction projects approved (approved and filed) by the State Council and its investment authorities;

(2) Construction projects across provinces, autonomous regions and municipalities directly under the Central Government;

(3) construction projects that produce highly toxic chemicals;

(4) Enterprises producing highly toxic chemicals and other large-scale production enterprises.
