Regulations of Zhangjiajie Municipality on the Promotion of Global Tourism

Chapter I General Provisions Article 1 In order to promote the scientific, healthy, coordinated and orderly development of the city's tourism industry, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Urban and Rural Planning Law of People's Republic of China (PRC), and the Measures for the Implementation of the Tourism Law of the People's Republic of China in Hunan Province, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction and management activities within the administrative area of this Municipality to promote the development of global tourism.

The term "global tourism" as mentioned in these Regulations refers to a tourism development model that makes full use of natural and cultural landscapes, cultural, scientific and technological eco-tourism resources, takes tourism as the leading industry, realizes the organic integration of regional resources, the deep integration of industries and the joint participation of society, and drives the all-round economic and social development with tourism. Article 3 To promote the development of global tourism, we should combine tourism with new industrialization, informationization, urbanization, agricultural modernization and rural revitalization, adhere to the principles of government guidance, market dominance, enterprise subject, social participation, industry self-discipline, resource integration and industrial integration, and realize the industrialization, standardization, informationization and internationalization of global tourism in this city. Article 4 The municipal, district and county people's governments shall strengthen the organization and leadership of global tourism development, improve the comprehensive coordination mechanism, formulate policies and measures to promote resource integration and industrial integration, and make overall plans to solve major problems in global tourism development.

Township and town people's governments and sub-district offices shall cooperate with relevant departments to do a good job in environmental protection, resource development, tourism planning and supervision, tourism safety supervision, tourism order maintenance, tourism dispute settlement, civilized tourism propaganda and civic civilization quality education.

Village (neighborhood) committees shall assist relevant departments to do a good job in global tourism propaganda, maintain the order of tourism resources development and construction, supervise the implementation of tourism planning, educate and guide residents to abide by laws and regulations, and improve the civilized quality of residents. Fifth city, district and county tourism authorities are responsible for the guidance and coordination of tourism market development, tourism resources protection and development, the supervision and management of tourism safety, the protection of tourists' legitimate rights and interests, and the guidance, supervision and management of tourism business activities. Article 6 Tourism industry associations and chambers of commerce shall play the role of service, guidance, coordination and supervision, formulate and implement industry norms, carry out industry self-discipline activities such as service quality rating, mediate tourism disputes, and organize professional ethics education and business training.

Encourage and support tourism industry associations and chambers of commerce to implement credit rating management for their members, establish industry credit files, and promote the integrity management of tourism operators. Seventh tourism authorities shall, in conjunction with the relevant units, establish a tourism volunteer service system to guide the development of tourism volunteer service.

Encourage social organizations and citizens to participate in voluntary tourism activities, and provide voluntary services in information consultation, translation reception, order maintenance, emergency rescue, civilized supervision and guidance. Article 8 The municipal, district and county people's governments shall promote the cooperation of institutions of higher learning, vocational schools and vocational training institutions with tourism authorities and tourism operators, establish tourism talent training and entrepreneurship bases, cultivate and introduce tourism talents, and promote the integrated development of tourism in Industry-University-Research.

Units and individuals that have made outstanding achievements in basic tourism research, resource utilization, product development, image promotion and industrial integration. And make a significant contribution to the development of global tourism, the municipal, district and county people's governments shall give awards, and the incentive measures shall be formulated by the municipal, district and county people's governments. Article 9 The municipal, district and county people's governments and their tourism authorities shall make overall plans to enhance the tourism image with Zhangjiajie as the core brand.

Establish a cross-departmental and cross-industry tourism image promotion mechanism to promote the city's tourism image in major foreign affairs, economy and trade, culture, science and technology, sports and other activities.

To carry out publicity and promotion, it shall not damage the image of urban tourism, and shall not derogate from competitors in the same industry. Chapter II Planning Guidance and Industrial Integration Article 10 The municipal, district and county people's governments shall organize the tourism authorities and other relevant departments to conduct a general survey, evaluation and registration of tourism resources, establish a tourism resource information database, and coordinate the protection, development and utilization of tourism resources. Eleventh Municipal People's Government shall organize the preparation of the city's global tourism development plan, and the district and county people's governments shall organize the preparation of regional tourism development plans within their respective administrative areas according to the city's global tourism development plan.

Global tourism development planning should be linked with urban and rural planning, overall land use planning, overall planning of scenic spots, environmental protection planning, drinking water source protection planning, and forest land protection and utilization planning.

Organize the formulation and revision of urban and rural planning, overall land use planning, transportation planning, etc. Priority should be given to meeting the needs of global tourism development and promoting the development of tourism projects, tourism facilities and service elements in terms of land use, infrastructure and public service facilities; Communications, water supply, electricity, environmental protection, culture, sports, health care and other infrastructure and public service facilities construction should coordinate the needs of global tourism development. Article 12 The formulation and implementation of the global tourism development plan shall follow the principles of strict protection, unified planning, overall layout and optimal utilization, reflect the natural resources and historical and cultural characteristics of this city, optimize the spatial layout of tourist attractions, leisure resorts, tourism industrial clusters and tourism complexes with the central city and Wulingyuan scenic spot as the core, and promote the differentiated development of various main landscape belts, tourist towns, rural tourism service bases and related tourism products.
