(5) Purpose, significance and principles

Purpose and significance: The emergency situation of geological disasters that are about to occur at the debris flow in Xiaoxigou, Chongli County, and the collapse of the west side of County No. 1 Middle School. Next, through the drill of the emergency plan, the purpose is to test the implementation of the division of responsibilities of each department, the coordination ability of the emergency team, the reasonable allocation of technical equipment, and the disaster prevention and self-rescue awareness of the affected people, to further familiarize themselves with the emergency response procedures, and to improve the rapid response of emergency response capabilities, so that we can quickly, efficiently and orderly carry out geological disaster prevention and rescue and disaster relief emergency work, minimize the losses caused by geological disasters, and effectively safeguard the safety of people's lives and property.

(6) Emergency Drill Tasks

The tasks of this geological disaster emergency plan drill are: Affected by the continuous rainfall in the previous period, the danger of debris flow in Xiaoxigou in Chongli County and the collapse of County No. 1 Middle School have worsened. , the weather forecast is that there will be heavy rainfall in Chongli County in the next 24 hours, and major geological disasters may occur such as the Xiaoxigou debris flow and the collapse of County No. 1 Middle School. Nearby residents are seriously threatened. The situation is very urgent and the "Chongli County Sudden Geological Disaster Emergency Response" needs to be activated immediately. Plan", establish an emergency rescue and disaster relief headquarters, organize relevant departments to perform their duties, evacuate residents in dangerous areas as quickly as possible and in an orderly manner, take effective measures for disaster prevention and reduction, and strive to minimize the losses caused by disasters.

The emergency drill consists of 8 parts: ① geological disaster and meteorological risk early warning; ② inspection and monitoring, emergency reporting; ③ emergency response, emergency investigation; ④ emergency consultation and activation of plans; ⑤ department linkage, emergency avoidance ; ⑥ Personnel placement and emergency response; ⑦ Disaster emergency situation is lifted; ⑧ Ending.

Zhangjiakou Municipal Bureau of Land and Resources: Geological disaster and meteorological risk early warning and emergency investigation.

Zhangjiakou Meteorological Bureau: Geological disaster meteorological risk warning.

Chongli County Land and Resources Bureau: geological disaster monitoring, reporting, emergency investigation, and emergency rescue.

Chongli County Meteorological Bureau: Intensify rainfall monitoring, city and county consultations, and issue early warnings.

Chongli County Public Security Bureau: Maintain emergency evacuation order, maintain security at temporary resettlement sites, and practice on-site traffic control.

Chongli County Housing and Urban-Rural Development Bureau: construction machinery, personnel, materials, etc. for emergency relief.

Chongli County Health Bureau: Treat the sick and wounded, organize temporary medical sites, and temporary settlement sites for health and epidemic prevention (disinfection, etc.).

Chongli County Civil Affairs Bureau: Establish an emergency headquarters, temporary resettlement sites, and ensure basic living security (tents, food, drinking water, etc.) for disaster-stricken villagers.

Chongli County Fire Brigade: Set up temporary water supply points at temporary resettlement sites to provide people with domestic water and emergency rescue.

(1) Each participating unit shall designate a leader to be responsible for liaising with the general dispatcher of the exercise.

Three , Exercise organization

1. Time schedule

The script will be distributed on June 28, the site will be cleaned on June 29, and participation will be held at 8:30 on July 5 and July 8. The performance unit entered the scene and previewed at 10:00. The preliminary video editing and shooting will be completed on July 7; the participating units will arrive at the designated location at 8:30 on July 10, and the visiting units will arrive at the venue at 9:30. The exercise will begin at 10:00 and is expected to end at 11:30.

2. Traffic control matters

Please prepare in advance for the public security department. Traffic control will be carried out from 8:00 to the end of the drill (about 12:00) on the day of the drill. Before 9:30, the drill will be carried out. Vehicles with access signs can enter the drill area. From 9:30 to the end of the exercise (about 11:30), all vehicles are prohibited from entering the exercise area.

3. Dispatcher

All participants and vehicles at the drill site obey the dispatcher's instructions, and dispatching mainly relies on semaphores. Dispatchers should not enter the filming scene and try not to make any noise.

4. Videography

The videography must obey the on-site dispatch and coordination, and the filming should be carried out according to the division of labor, and the dispatcher must be avoided.

5. The commentator is familiar with the script in advance

The progress of the explanation will be adjusted based on the order in which the drill personnel and vehicles appear on site. Dispatcher Wang 07 is responsible for coordinating the progress of the commentators and using semaphore, etc., mainly including: Slow down the progress, end this paragraph quickly, wait, and start the next paragraph.

6. Set up a conference reception group at the venue

7. Exercise vehicles
