In order to further implement the "Food Safety Law" and strengthen the leadership of food safety work, our district established the * * District Food and Drug Safety Committee (hereinafter referred to as the District Food Safety Committee) at the beginning of 20 10. Since the establishment of the District Food Safety Committee, under the correct leadership of the Administrative Committee of the New District and under the guidance of the Office of the Municipal Food Safety Committee, all relevant departments have worked together in Qi Xin to carry out food safety supervision and inspection. So far, there has been no food safety liability accident in this area. However, due to a series of food safety incidents ("lean meat", "dyed steamed bread" and "gutter oil", etc. ) In China recently, this sounded the alarm for our work. At present, there are still some problems and weak links in food safety work in our region. The food safety situation is still grim and hidden dangers are still outstanding. In order to further improve the food safety work in our district, the specific job responsibilities of the members of the District Food Safety Committee are now defined as follows:

(1) District Propaganda Department. Responsible for guiding food safety public opinion; Guide and coordinate the news media to carry out food safety reports; Organize news media to publicize food safety laws and regulations, popularize food safety standards and knowledge, and guide and mobilize the masses to actively participate in social supervision of food safety; Cooperate with food safety supervision departments to expose typical illegal cases of food safety in a timely and objective manner; Guide to investigating and handling false news about food safety.

(two) the district development and reform, economic and information technology departments. Strengthen the macro guidance for the development of the food industry, and cooperate with relevant departments to comprehensively coordinate food safety issues that restrict the development of the industry in food raw materials, food processing, food circulation and other links; Strengthen the capacity building of food safety testing, and promote the organization, declaration and implementation of special food safety projects. Formulate and organize the implementation of food industry development planning; Guide and promote the information construction of food safety, guide and coordinate the development and utilization of food safety information resources, and guide and promote the sharing of food safety information resources; Promote the construction of credit system of food enterprises and standardize enterprise behavior; Guide food industry associations to play the role of industry self-discipline.

(3) District Education Department. Responsible for the food safety management of school canteens and school food business units; Carry out health education on food safety knowledge and advocate healthy eating style; Assist relevant departments to carry out food safety supervision in and around the school.

④ District Civil Affairs Department. Responsible for the supervision and inspection of halal food production and business activities; Cooperate with relevant departments to do a good job in the supervision and management of halal food production and business activities.

(5) District Health Bureau. Responsible for the comprehensive coordination of food safety; Organize the investigation and handling of major food safety accidents; Drafting the draft of local food safety; Organize the formulation of local food safety standards, and be responsible for the filing of food safety enterprise standards; Responsible for the safety risk assessment and early warning of food and related products; Unified release of major information on food safety; Responsible for the health and safety supervision and management of drinking water.

(6) District Public Security Department. To investigate and deal with criminal activities involving food safety, such as the production and sale of toxic and harmful food, fake and shoddy food; Maintain the order at the scene of major food safety accidents and cooperate with the investigation of major food safety accidents; Investigate and deal with illegal and criminal acts that hinder the staff of food safety supervision departments from performing their official duties according to law.

(7) District supervision department. To be responsible for investigating and handling cases that constitute food safety violations and the persons involved; Participate in the investigation and handling of food safety accidents, be responsible for the supervision of accident investigation, and supervise and inspect the implementation of accident accountability.

(eight) the district finance department. Responsible for the audit and disbursement of district-level food safety funds and supervise the use of funds. To undertake other tasks assigned by the district food safety leading group.

(9) District Department of Commerce. Responsible for the industry management of pig slaughtering, supervise and manage pig slaughtering activities, and urge slaughtering enterprises to implement relevant quality and safety management systems; To undertake the related work of establishing and improving the emergency management mechanism for the market supply of daily necessities; Responsible for the storage management and market regulation of important consumer goods (including meat, sugar, small packaged food, etc.). ) according to regulations; To undertake the management of liquor circulation.

(10) District Environmental Protection Department. Responsible for the overall coordination and supervision of major environmental issues affecting food safety; Responsible for guiding and strengthening the supervision of pollution sources around edible agricultural products planting and breeding bases; To supervise and manage the environmental protection of drinking water sources in conjunction with relevant departments.

(11) District Administration for Industry and Commerce. Responsible for the supervision and management of food safety in the circulation field; Responsible for formulating measures and methods for food safety supervision in the circulation field; Organize the implementation of food safety supervision and inspection, quality monitoring and related market access systems in the circulation field; To undertake the handling of major food safety emergencies in the circulation field and the investigation and handling of major food safety cases; Supervise and manage food vendors who do not provide catering services and do not occupy the road, and supervise and manage the "front shop and back workshop (factory)" that sells and sells food on site and does not provide catering services.

(twelve) the district quality and technical supervision department. Responsible for the supervision and inspection, risk monitoring and production license of food, food additives and food-related products; Organize the implementation of unsafe food recall system; To formulate the supervision system for the quality and safety of food, food additives and food-related products; Supervise and manage small workshops for food production and processing (excluding those that are now produced and sold), and supervise and manage the separation of production and processing points, production sites and sales sites that focus on food production and processing.

(thirteen) the district tourism department. Do a good job in standardized management of food safety in scenic spots, and cooperate with food safety supervision and other departments to do a good job in food safety supervision and guidance in tourist scenic spots (spots) and tourist star hotels; Cooperate with the relevant coordination and emergency rescue work of food safety emergencies in tourist attractions (spots) and tourist star hotels.

(14) district agricultural department. Responsible for the supervision and management of the quality and safety of agricultural products, organize the formulation and implementation of the construction plan of the quality and safety supervision system of agricultural products; Carry out risk assessment of agricultural product quality and safety, and release information on agricultural product quality and safety; Put forward the suggestion of demarcating the forbidden production area of agricultural products; Responsible for agricultural product quality and safety monitoring and agricultural environment monitoring; Formulating local agricultural standards, and implementing the certification, supervision and management of agricultural products that meet the safety standards of agricultural products according to law; Responsible for the safety supervision and management of agricultural genetically modified organisms; Responsible for the assessment of relevant agricultural inspection and testing institutions.

(15) Regional Fisheries Department. Responsible for the supervision and management of aquatic product quality and safety, formulate and organize the implementation of aquatic product quality standards and technical specifications; Responsible for the management of pollution-free aquatic products, and guide the brand cultivation and quality inspection system construction of aquatic products; Responsible for the management of aquatic germplasm resources, guide the construction of aquatic original seed farms, and organize the implementation of the system of aquaculture license and fishery fry production license; Organize the epidemic prevention and quarantine of aquatic animals and the prevention and control of aquatic animal and plant diseases.

(sixteen) the district animal husbandry and veterinary department. Responsible for the quality and safety supervision and management of livestock products; Responsible for the supervision and management of dairy farming, raw milk production and purchase; To organize and guide animal epidemic prevention and quarantine supervision of animals and their products; Organize the implementation of national standards for veterinary drugs, veterinary drug residue limits and residue detection methods; Responsible for the supervision and management of feed, feed additives, grassland (field) and grass seeds, and undertake the examination of the conditions for the establishment of feed production enterprises and the safety and health examination of animal-derived feed; Responsible for veterinary drug supervision and veterinary drug advertising approval; Guide the standardized production of animal husbandry; Take the lead in the supervision of clenbuterol, and be responsible for the inspection, identification and investigation of clenbuterol in pig breeding, acquisition, trafficking and slaughter; Responsible for the quality and safety supervision and management of pig purchase, sales and transportation.

(seventeen) the district food and drug supervision department. Responsible for the licensing of catering services, the supervision and management of food safety and health food in catering services; Organize the implementation of food safety management standards for catering services; To undertake the investigation and monitoring of food safety in catering services; Supervise and manage food vendors and students' "small dining tables" that provide catering services, and "workshops (factories) in front of the store and behind the store" that manufacture and sell food and provide catering services on the spot.

(eighteen) the district housing and urban-rural construction department. Responsible for formulating food safety management regulations for construction site canteens, checking the implementation of sanitary measures for construction site canteens, and assisting in the investigation and handling of food poisoning incidents in construction site canteens; Responsible for the collection, transportation and supervision of kitchen waste, and investigate and deal with illegal acts according to law; To manage the housing rental behavior of residents for food production and business activities; To undertake other tasks assigned by the district food safety leading group.

(nineteen) district urban management administrative law enforcement departments. Responsible for the management of food vendors in the region; Responsible for supervising unlicensed mobile food vendors in the area; Closely cooperate with all members of the District Food Safety Committee to carry out activities such as centralized food safety rectification; To undertake other tasks assigned by the district food safety leading group.

(twenty) the district legal department. Responsible for reviewing or organizing the drafting of local laws and regulations on food safety; In conjunction with the relevant departments, formulate the implementation plan of food safety administration according to law and organize its implementation; Organize and cooperate with relevant departments to carry out food safety supervision, law enforcement and supervision; Organize or participate in the inspection of the implementation of food safety laws, regulations and rules; To undertake other tasks assigned by the district food safety leading group.

(21) Other duties. On the supervision of collective dining distribution enterprises. The collective dining and distribution enterprises that provide instant processing and on-site catering, as well as enterprises that provide catering services after simple processing in various stores, shall be supervised according to the principle of "whoever issues certificates shall be responsible".

Supervise food producers and operators who engage in food packaging, warehousing, transportation and logistics on their own. Relevant functional departments shall, according to their respective responsibilities, be responsible for supervising the behaviors of food producers and operators (including edible farmers, trees and aquatic products) engaged in food packaging, storage (cold storage), transportation and logistics (including renting storage and transportation tools, etc.). ).

On the management of food production and business license. If the food production and business license obtained before the implementation of the Food Safety Law should be revoked according to law due to illegality during its validity period, the competent department in charge of supervision shall investigate and deal with it according to law.

On case transfer management. If the relevant functional departments find that the administrative counterpart has illegal acts that are not under the jurisdiction of the department, they shall promptly transfer them to the food safety supervision and management department with jurisdiction for investigation. Functional departments do not perform their duties in place, resulting in food safety accidents. If the administrative counterpart's illegal cases should be transferred but not transferred in time, or the accepted transferred cases are not handled in time, resulting in serious consequences, the relevant leaders and staff should be held accountable in accordance with relevant regulations.
