Measures for the administration of protected areas and gene banks of livestock and poultry genetic resources protection fields

Chapter 1 General Provisions? Article 1 In order to strengthen the protection and management of livestock and poultry genetic resources, these Measures are formulated in accordance with the relevant provisions of the Animal Husbandry Law of People's Republic of China (PRC). ? Article 2 These Measures shall apply to the establishment, identification, supervision and management of livestock and poultry genetic resources conservation farms, protected areas and gene banks. ? Article 3 The Ministry of Agriculture is responsible for the management of national livestock and poultry genetic resources conservation farms, protected areas and gene banks, and for establishing or determining national livestock and poultry genetic resources conservation farms, protected areas and gene banks.

? The administrative department of animal husbandry of the people's government at the provincial level is responsible for the management of livestock and poultry genetic resources conservation fields, protected areas and gene banks within their respective administrative areas, and is responsible for establishing or determining provincial livestock and poultry genetic resources conservation fields, protected areas and gene banks. ? Article 4 The National Animal Husbandry Station shall undertake the specific management of the national livestock and poultry genetic resources conservation farms, protected areas and gene banks. ? Chapter II Basic Conditions? Article 5 A state-level livestock and poultry genetic resource conservation farm shall meet the following conditions:

(a) located in the country of origin or in areas consistent with or close to the natural ecological conditions of the country of origin;

(two) the site layout is reasonable, and the production area is separated from the office area and living area. The office area has a technical room and a data file room. The production area is equipped with farms, veterinary rooms, isolation houses, harmless treatment of livestock and poultry, discharge and disposal of manure, etc., and equipped with corresponding facilities and equipment. The epidemic prevention conditions conform to the relevant provisions of the Law of People's Republic of China (PRC) on Animal Epidemic Prevention. ?

(3) Having animal husbandry and veterinary technicians commensurate with the scale of species protection. The person in charge of production technology has a college degree or above or an intermediate technical title or above; Technical personnel directly engaged in species protection need to undergo professional technical training and master the basic knowledge and skills of protecting livestock and poultry genetic resources;

(4) Requirements for the number of single-species basic livestock and poultry that meet the breeding standards:?

Pigs: sows 100 or more, boars 12 or more, and the family coefficient within three generations is not less than 6. ?

Cattle, horses, donkeys and camels: females are more than 65,438+050 (horses and peaks), males are more than 65,438+02 (horses and peaks), and there are no less than 6 family coefficients that are not related by blood within three generations. ?

Sheep: there are more than 250 ewes and more than 25 rams, and the family coefficient without blood relationship within three generations is not less than 6. ?

Chickens: more than 300 hens; There are not less than 30 cocks. ?

Ducks and geese: more than 200 female geese; There are not less than 30 families of male birds. ?

Rabbits: there are more than 300 female rabbits and more than 60 male rabbits, and the family coefficient without blood relationship within three generations is not less than 6. ?

Dogs: More than 30 females and no less than 10 males. ?

Bees: more than 60 cases. ?

The requirements for the number of basic livestock and poultry of rescue protected varieties and other varieties shall be stipulated by the State Committee of Livestock and Poultry Genetic Resources.

(5) Having sound feeding, breeding and immunization management systems and technical regulations. ? Article 6 The national livestock and poultry genetic protection zone shall meet the following conditions:

(1) Located in the central production area of livestock and poultry genetic resources, with clear boundaries; ?

(two) there should be more than two protected populations in the protected area, and the distance between the protected populations should be not less than 3 kilometers; There is a natural mating isolation zone in the bee species reserve, in which the radius distance of the mountain isolation zone is not less than12km and the radius distance of the plain isolation zone is not less than16km; ?

(3) The protected area has a certain group size, the number of single-species resources protected is not less than 5 times the size of the protected farm group, and the quality of protected livestock and poultry varieties meets the variety standards. ? Article 7 The national gene bank of livestock and poultry genetic resources shall meet the following conditions:

(a) there is a fixed place, and there is no major epidemic history in its location and nearby areas;

(two) there are genetic materials, quality inspection room, technical research room, data file room, etc ... ; Having equipment for producing, preserving, testing and transporting genetic materials of livestock and poultry; With epidemic prevention, fire prevention, theft prevention, earthquake prevention and other safety facilities; Adequate water, electricity and liquid nitrogen supply; ?

(3) Having full-time technical personnel engaged in the protection of genetic resources. The proportion of professional and technical personnel is not less than 70%; Technical personnel engaged in the production and testing of livestock and poultry genetic materials need to undergo professional technical training and obtain corresponding national vocational qualification certificates;

(four) the quantity and quality requirements of the preserved single-variety genetic materials:

The frozen semen of a single breed of cattle and sheep can be stored for more than 3000 doses, and the semen quality reaches the relevant national standards; Male animals must meet their breed standards, must be super-grade, have a clear pedigree, have no infectious diseases and hereditary diseases, and have a family coefficient of not less than 6 within three generations. ?

More than 200 frozen embryos of single breed cattle and sheep were preserved, and the embryo quality was grade A; Embryo donors must meet their breed standards, have a clear pedigree, and have no infectious and hereditary diseases; The donor male is special grade, the donor female is above 1 grade, and the family coefficient without blood relationship within three generations is not less than 6. ?

Quantity and quality of frozen semen, frozen embryos and other genetic materials (tissues, cells, genetic materials, etc.). Other livestock and poultry shall be determined according to the needs. ?

(5) It has corresponding systems such as seed conservation plan, quality management, storage management, safety management, disinfection and epidemic prevention, emergency plan for major emergencies, and technical regulations for the production, preservation and quality inspection of genetic materials; Having a complete and systematic technical file;

(6) The gene bank for in-vivo seed conservation shall meet the conditions of seed conservation field. ?
