1. Insist on planning ahead, do a good job of "four firsts", and lay a solid foundation for the general election.

Keep a close eye on the outstanding problems that affect the general election, such as "strong clan power in rural areas, many social contradictions and disputes, and weak awareness of laws and regulations", and insist on making thorough investigation, economic audit, resolving contradictions and adjusting the team first as the starting point and focus of the general election of village (community) party organizations, and plan ahead and implement them carefully.

In June, 62 villages (communities) in Haizhou District held village (residential) people's councils, which collectively studied and solved more than 12 key and difficult issues that might affect the smooth progress of the general election, and resolved all kinds of contradictions before the general election. Lianyun District upgraded and transformed 34 party representative studios to become a "mass emotional counseling room", allowing 228 party representatives to stay in the room for two days a week, and opened a "hotline" for each party representative studio to accept the demands of the masses 24 hours a day, patiently listen, guide and persuade people with negative emotions, and effectively adjust and control the excessive emotions of the change.

4. Adjust the team first. For those whose organizations are weak and lax, and do not have the conditions for transition, we should rectify first, then transition, and focus on rectification and transformation activities. We should increase the adjustment of incompetent village party secretaries by dispatching government officials and selecting competent people across villages. Before the transition, the city adjusted 53 village party secretaries, striving to meet the centralized transition of village (community) party organizations with a United and stable team. Lianyun District thoroughly investigated the credibility, work performance and personal performance of the current village (community) party organizations among the people in party member through the form of leading cadres' "taking root", and carefully studied the "key heads" who need to stay, adjust and recruit new candidates and may affect the transition. Yunshan Street and Gaogongdao Street timely adjusted the relatively weak party organizations in lizhuang village and Liuhe Village, and selected competent personnel from government agencies and institutions to participate in the election in advance, effectively excluding them.

All localities insisted on launching publicity throughout the general election, carefully formulated the publicity work plan, made full use of effective methods such as radio, slogans, internet, window announcements, villagers' mobile phone newspapers and telephone notifications, widely publicized the policies and requirements of the general election, achieved the "five understandings" of leading cadres, instructors, township cadres, members of village election committees and party member people, and actively guided party member people to participate in the general election according to law, democracy and order, thus creating a good situation. Lianyun District builds a "one-click" information publishing platform, integrates Lianyun New Countryside Online, mobile phone party building information hotline, village mobile phone newspaper and digital service platform of demonstration sites, sets up an information column of village (community) party organizations on the home page, and opens mailboxes of "questions and answers", "opinions and suggestions" and "complaints acceptance" to guide the public opinion.

3. Classification guidance is in place. In this centralized change, all localities insist on seeking truth from facts and adapting to local conditions, and formulate plans for "one county, one policy", "one township, one policy" and "one village, one policy" instead of "one size fits all" to ensure the pertinence and operability of the implementation plan for the change.
