Chapter I General Provisions Article 1 In order to strengthen the administration of city appearance and environmental sanitation, create a clean and beautiful working and living environment, and promote the construction of socialist material civilization and spiritual civilization in cities, these Regulations are formulated in accordance with the Regulations of the State Council Municipality on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to all units and individuals in the urban areas, suburbs, development zones, scenic spots, counties (cities) and industrial and mining towns of this Municipality. Article 3 The people's government of a city shall incorporate the city appearance and environmental sanitation into the national economic and social development plan. Article 4 The work of city appearance and environmental sanitation shall follow the principles of unified leadership, division of labor and cooperation, and the combination of professional and mass management.

The administrative department of city appearance and environmental sanitation of Shijiazhuang Municipal People's Government is responsible for the management of city appearance and environmental sanitation within its administrative area.

City, district, county (city) city appearance and environmental sanitation management department belongs to the city appearance and environmental sanitation supervision organization and street, town appearance and environmental sanitation full-time management and supervision personnel responsible for daily inspection and supervision. Article 5 The people's government of a city shall strengthen the publicity and education of scientific knowledge of city appearance and environmental sanitation, raise citizens' awareness of environmental sanitation, and develop good hygiene habits.

Any unit or individual shall maintain the city appearance and environmental sanitation, and shall not hinder or obstruct the city appearance and environmental sanitation staff from performing their official duties. Anyone who damages or destroys the city appearance and environmental sanitation has the right to discourage and report. Sixth units and individuals that have made remarkable achievements in the city appearance and environmental sanitation work shall be commended and rewarded. Chapter II Management of Urban Appearance Article 7 Urban buildings and facilities shall meet the standards of urban appearance stipulated by the state and this Municipality.

Buildings and structures on both sides of the street should be maintained and cleaned in time. The building or closed balcony must comply with the relevant provisions of the Municipal People's government. New buildings are not allowed to set up garbage tunnels along the street. Article 8 Materials, buildings, structures or other facilities shall not be stacked on both sides of streets and public places. Due to special needs such as construction, it is necessary to obtain the consent of the city appearance and environmental sanitation management department, and go through the relevant formalities according to the regulations. And should be kept clean and tidy, accept supervision and management.

Temporary establishment of stalls and parking lots on both sides of the street shall be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city, and the examination and approval procedures shall be handled in accordance with the relevant provisions. All vendors shall set up their stalls in accordance with the designated scope, place and time, and keep them clean and tidy within five meters around the stalls. Ninth outdoor advertising, signs, placards, neon lights, light boxes, electronic screens, banners, galleries, windows, etc. It should be set in a city with healthy content, beautiful appearance and standardized writing, and it should be maintained, painted or removed regularly. The establishment of large-scale outdoor advertising must obtain the consent of the city appearance and environmental sanitation management department, and go through the examination and approval procedures in accordance with the relevant provisions.

It is strictly forbidden to pile up, hang or post articles that are unsightly to the city's buildings and facilities, and it is not allowed to hang or post articles on guardrails, poles and trees, daub or scratch them. Tenth vehicles driving in urban areas should keep the vehicle clean and tidy, carry loose and mobile goods, and must be firmly tied and tightly sealed, and must not fly or leak along the way.

Passenger vehicles shall be provided with invalid ticket boxes, and spitting and littering along the way are not allowed.

All kinds of vehicles are parked in an orderly manner, and the storage site is kept clean and intact, which shall not affect the appearance of the city.

It is forbidden to clean vehicles in the street. Eleventh animal-drawn vehicles allowed to travel must be equipped with dung bags and cleaning tools. Don't throw away any livestock manure, grass and other dirt in the street. Article 12 The municipal public facilities in a city should be in harmony with the surrounding environment, and the facilities should be maintained in good condition and cleanliness. Thirteenth street trees, flower beds, green spaces, etc. , should be kept clean and beautiful, remove dead trees, dead branches, planting, pruning branches and leaves, muck, weeds, etc. , the management unit should be removed at any time. Fourteenth city engineering construction site materials, machines and tools should be placed neatly, muck should be removed in time; Street site must be paddock operation; The shutdown site should be sorted out in time and covered when necessary; After completion, the site shall be cleaned and leveled in time. Chapter III Management of Urban Environmental Sanitation Article 15 No spitting, littering of peels, stones, waste paper, cigarette butts and other sundries, and no defecation.

No littering, sewage and feces are allowed. Sixteenth urban environmental cleaning (including snow removal), in accordance with the following provisions, the division of labor responsibility system:

(a) the city's main streets, squares, pedestrian bridges, underground passage cleaning, by the city environmental professional units responsible for.

(two) the health management of the responsibility area of the urban-rural fringe, according to the boundaries delineated by the city people's government, is responsible for the unit; The cleaning of residential areas, streets and other places is the responsibility of the sub-district office or the town people's government.

(three) units and individual industrial and commercial households along the street, should be in accordance with the location of the street office or the town people's government to divide the health responsibility area, bear the responsibility of cleaning.

(4) The management unit shall be responsible for the cleaning of airports, railway stations, bus stations, parking lots, theaters, museums, libraries, memorial halls, stadiums, parks and other public places.

(five) street flower beds (pools), parks and green belts shall be cleaned by the landscaping department.

(six) the municipal administrative department is responsible for the cleaning and cleaning of the water surface and both sides of the city canal (including sewage pipes).

(seven) the management unit is responsible for the cleaning of development zones and scenic spots.

(eight) the management unit is responsible for the cleaning of urban environmental sanitation facilities.

(nine) the market management unit is responsible for the cleaning of markets and morning markets.

(ten) environmental sanitation along the railway and highway, respectively, by the railway and transportation departments.
