Qidao Expressway refers to the expressway from Qidong County to Daoxian County in Hunan. The line starts from Qidong The county town connects Loudi to Hengyang Expressway and Qidong Interchange, passes through Qidong County and Lingguan Town, enters Yongzhou at Liangjia Village at the junction of Qidong and Qiyang, passes through Qiyang County, and ends at Lengshuitan Maping where it intersects with the Erguang Expressway. Passing through Lengshuitan District, it intersects with Hengzao Expressway about 2km east of Niaotangpu, passing through Lingling District, Shishanjiao Township, Fujiaqiao Town, Wulipai Town, Shuangpai County, Shangrenli Town, and Daguping Forest Farm. Introduction

1. Basic situation of the project
(1) Route direction and main control points. Qidong-Lengshuitan-Daoxian Expressway (referred to as Qidao Expressway) has been included in Hunan Province's "Twelfth Five-Year Plan" highway planning network and is one of the "Major Project List of Hunan Province's "Twelfth Five-Year Plan"" Xiangguofa (2011 ) one of the items in No. 10. The project starts from Qidong County, connects to the Qidong Interchange on the Loudi-Hengyang Expressway, passes through Qidong County and Lingguan Town, enters Yongzhou at Liangjia Village at the junction of Qidong and Qiyang, passes through Qiyang County, and ends at Lengshuitan Maping and Er Guangzhou Expressway intersects, passes through Lengshuitan District, and intersects with Hengzao Expressway about 2km east of Niaotangpu, passing through Lingling District, Shishanjiao Township, Fujiaqiao Town, Wulipai Town, Shuangpai County, Shangrenli Town, Daguping Forest Farm to Meihua Town, Daoxian County, passing through Daoxian County and ending at Daoxian South Interchange of Xia-Rong Expressway, connecting to Daohe Expressway.
Main control points of the line: Qidong County, Qiyang County, Lengshuitan District, Lingling District, Shuangpai County, and Daoxian County.
(2) Construction scale and investment estimation. The Qidao Expressway has a total length of 210 kilometers, of which 30 kilometers are in Hengyang and 180 kilometers in Yongzhou. Four lanes in both directions. The section from Lengshuitan to Lingling adopts a roadbed width of 26m and a design speed of 100km/h. The remaining sections adopt a roadbed width of 24.5m and a design speed of 80km/h.
The project has an estimated total investment of 15.34 billion yuan, including 30 kilometers within Hengyang, with an estimated investment of 2 billion yuan; and 180km within Yongzhou, with an estimated total investment of 13.34 billion yuan. Among the 180 kilometers in Yongzhou, 44 kilometers from Qiyang to Lengshuitan, with an estimated investment of 2.54 billion yuan, and 136 kilometers from Lengshuitan to Daoxian, with an estimated investment of 10.8 billion yuan.
Investment Benefit Analysis
The construction period of this project is *** three years. It is planned to complete the preliminary work in 2013 and start construction at the end of 2013. There are 13 toll stations along the entire Qidao Expressway, including 4 toll stations from Qidong to Lengshuitan (Huangyangsi, Qiyang, Lingguan, Qidong County). Preliminary work situation
The municipal party committee and government attach great importance to the preliminary work of Qidao Expressway and decided to use the city's efforts to build Qidao Expressway. A preliminary work coordination leading group headed by the mayor in charge was established. The leading group office is located in the Municipal Transportation Bureau, and the Municipal Transportation Bureau organized a special team to carry out preliminary work. The entire line is divided into two sections to carry out preliminary work on the project. In January 2011, the Planning Office of the Hunan Provincial Department of Transportation entrusted the Second Institute of China Communications Construction Company to conduct a pre-feasibility study on the project from Qidong to Lengshuitan, and entrusted the Hunan Provincial Transportation Survey and Design Institute to conduct a pre-feasibility study on the project from Lengshuitan to Lengshuitan. For the pre-feasibility study of the Daoxian project, in mid-June 2011, the two design institutes completed the first draft of the pre-feasibility report and passed the expert review organized within the design institute.
The pre-feasibility study report for the entire project has been completed. On March 15, the municipal government held a meeting to solicit opinions on the direction of the county and district government lines along the line. Considering that the project is a local expressway, the Provincial Department of Transportation will no longer review the pre-approval and proceed directly to the engineering design. It is expected that the engineering report will be completed in May. For the preparation work, the work permit review will be conducted in June. At the end of the year, all relevant special reports will be completed, and the conditions for approval of the work permit will be met.
