Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Constitution and relevant laws and regulations, in combination with the actual situation of this province, in order to maintain close ties between state organs and the people, safeguard the legitimate rights and interests of petitioners, standardize the petition work of state organs, maintain the petition order, strengthen social governance and promote social harmony and stability. Article 2 These Regulations shall apply to the petition work of state power organs, administrative organs, judicial organs and procuratorial organs at all levels in this province (hereinafter referred to as state organs) and the petition activities of petitioners. Supervisory organs at all levels in this province shall handle letters and visits in accordance with the relevant provisions of the state.

(ten) other rights stipulated by laws and regulations. Eleventh letters and visits in the petition activities, fulfill the following obligations:

(a) to abide by public order, and shall not harm the interests of the state, society and collectives or the legitimate rights and interests of others;

(two) honest and trustworthy, the complaint reporting matters shall be objective and true, and shall not distort or fabricate facts, and shall not falsely accuse or frame others;

(four) to cooperate with the state organs in investigating, verifying and handling letters and visits;

(five) to obey the decision made by the state organs in accordance with laws, regulations, rules and policies;

(six) other obligations stipulated by laws and regulations.
