Chapter I General Provisions Article 1 In order to strengthen the management of building energy conservation, reduce building energy consumption and improve the efficiency of building energy utilization, these Regulations are formulated in accordance with the Energy Conservation Law of People's Republic of China (PRC), the Building Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the new building (renovation and expansion), energy-saving renovation of existing buildings, operation management of building energy-using systems and supervision and management of building energy efficiency within the administrative area of this Municipality. Article 3 The term "building energy conservation" as mentioned in these Regulations refers to the activities of adopting energy-saving building technologies, materials and products in the planning, design, construction and use of buildings to reduce building energy consumption and make rational and effective use of energy on the premise of ensuring the building function and indoor thermal environment quality. Article 4 The people's governments of cities and counties (districts) shall incorporate the work of building energy conservation into the national economic and social development plan at the corresponding level. Article 5 The municipal administrative department of construction shall be responsible for the supervision and management of building energy conservation in this Municipality. Entrusted by the municipal administrative department of construction, the municipal building energy conservation management institution specifically implements the supervision and management of building energy conservation in this Municipality.

County (District) construction administrative departments shall be responsible for the supervision and management of building energy conservation within their respective jurisdictions.

The municipal administrative department of construction is responsible for the supervision and management of energy-saving construction projects with a total investment of more than 3 million yuan, and the county (district) administrative department of construction is responsible for the supervision and management of energy-saving construction projects with a total investment of less than 3 million yuan.

Development and reform, economy, planning, land and resources, real estate, municipal utilities, environmental protection, finance, price, quality supervision, industry and commerce departments shall, within the scope of their respective duties, do a good job in the supervision and management of building energy conservation. Sixth construction administrative departments should provide technology, information, training and other services related to building energy efficiency. Chapter II General Provisions Article 7 The municipal and county (district) construction administrative department shall prepare a special plan for building energy conservation, and organize its implementation after being approved by the people's government at the same level. Eighth planning departments in the preparation of detailed urban planning, should be in the layout, shape and orientation of buildings, comprehensive consideration of building energy conservation and building energy utilization requirements. Ninth new (reconstruction, expansion), the existing building energy-saving renovation project completion and acceptance, it should be checked whether the building meets the mandatory standards for building energy efficiency.

New (reconstruction, expansion), existing building energy-saving renovation projects do not meet the mandatory standards for civil building energy efficiency, the project quality supervision institutions will not be put on record. Encourage real estate development enterprises to evaluate and mark the building energy efficiency of residential buildings. Eleventh new (reconstruction, expansion) buildings or existing buildings with renewable energy application conditions should use renewable energy.

The construction of renewable energy utilization facilities should be synchronized with the design, construction and acceptance of the main building project. Chapter III Energy Efficiency of New Buildings Article 12 New construction projects shall implement mandatory standards for building energy efficiency. For existing buildings that have not yet reached the building energy-saving standards, if the reconstruction and expansion involve the building envelope and energy-using system, building energy-saving measures shall be taken in accordance with the requirements of the mandatory building energy-saving standards.

Construction projects shall install heat metering devices, indoor temperature control devices and heating system control devices in accordance with regulations.

Building lighting engineering should reasonably choose illumination standard, lighting mode and control mode, make full use of natural light, select energy-saving products, reduce lighting power consumption and improve lighting quality. Energy-saving lamps should be installed and used in corridors and stairs of buildings.

Civil buildings should be designed with water-saving facilities, and the water consumption of residential buildings should be measured by households.

Large public buildings and residential buildings with a planned area of 654.38 million square meters should be equipped with rainwater recovery and reclaimed water reuse facilities. Thirteenth new construction projects, project reports or feasibility study reports do not have the contents of special demonstration of building energy efficiency, and the administrative department of development and reform shall not approve them.

The competent department of city planning shall have clear requirements for building energy efficiency when issuing the planning and design conditions for construction projects. Fourteenth construction drawing review institutions shall conduct review in strict accordance with the building energy-saving design standards. If they do not meet the mandatory building energy-saving standards, the review conclusion of construction drawing design documents shall be unqualified. Article 15 For projects that have not passed the examination by the construction drawing examination institutions, the municipal and county (district) construction administrative departments shall not go through the filing procedures for project construction and bidding, shall not issue construction permits, and the engineering quality supervision institutions shall not go through the quality supervision and registration. Sixteenth do not meet the building energy efficiency standards of construction projects, construction administrative departments shall not approve the construction; If construction has started, it shall be ordered to stop construction and make corrections within a time limit; Those that have been built shall not be sold or used. Seventeenth design units should be designed in accordance with the mandatory standards for building energy efficiency. In the preliminary design stage, a special article on building energy-saving design and a thermal calculation of the project shall be prepared in accordance with the relevant provisions of the state; The technical measures specified in the preliminary design approval opinions and mandatory building energy-saving standards shall be implemented in the construction drawing design stage.
