The key units of fire control safety shall be determined according to the fire risk and the possible harmful consequences when a fire breaks out, which generally includes heavy casualties or property losses that may be caused after the fire.

The fire control institutions of public security organs of local people's governments at or above the county level have the right to determine key units for fire control safety. The key units identified shall also be reported to the people's government at the corresponding level for the record.

Danger of extinguishing fire

Because the civil air defense engineering building obtains the building space through excavation, the outside of the building is surrounded by rocks and mud, and there is only internal space, but no external space, unlike the ground building with external doors and windows communicating with the atmosphere.

Civil air defense buildings are well sealed, and the burning speed and sufficiency of a large number of substances are affected after the fire, which leads to slow burning speed, long smoldering time, thick smoke and many toxic gases, and at the same time, the heat storage temperature rises, resulting in high-heat flue gas flow.

When a smoldering part suddenly forms convection with the outside air, the fire will quickly rekindle and re-form combustion, which will cause great danger to firefighters on the spot. The internal structure of most civil air defense projects is complex and some of them are interrelated. After being transformed into underground shopping malls and entertainment places, customers often feel confused.

Especially in circular underground shopping malls, the directional ambiguity caused to customers is more serious. First of all, civil air defense projects are not like ground buildings with windows. In case of fire, they can't evacuate from the window, but only from the safety exit. Secondly, the project uses artificial lighting, not natural lighting.

Thirdly, smoke affects the evacuation of people in civil air defense projects from two aspects. First, smoke blocks the light, affects the line of sight, and makes people unable to see the road clearly. Second, toxic gases such as carbon monoxide in flue gas directly threaten personal safety.
