Article 3 The city, county (including county-level cities, the same below) and district people's governments are the leading organs for funeral management. They should effectively strengthen leadership, support the competent departments in funeral management, and coordinate public security, industry and commerce, urban management, religion, and health. , construction, land, forestry, planning, finance, overseas Chinese affairs, transportation, labor, social insurance, personnel, news and other relevant departments, mobilize the whole society to promote funeral reform. Article 4 The municipal, county, and district civil affairs departments are the competent departments for funeral and burial management (hereinafter referred to as the competent departments). They implement funeral and burial management work under the leadership of the people's government at the same level. Their main responsibilities are:

( 1) Promote and implement national and provincial laws, regulations, rules and policies on funeral and burial reform, and be responsible for funeral and burial management within the jurisdiction;

(3) Lead and manage funeral management offices, funeral parlors, crematoriums, cemeteries and other funeral units;

Article 13 When a person dies normally in the cremation area, the cremation of the remains shall be accompanied by a death certificate issued by the unit where the deceased worked or the residents' (village) committee, public security agency or court. Article 14: Bodies that have died of infectious diseases or have decomposed must be disinfected by the health and epidemic prevention department before being cremated immediately; bodies that have died abnormally or are unclaimed must be inspected by the public security organs and issued with certificates before they can be cremated. Article 15 If cremation is not carried out after the death of cadres and employees of enterprises, institutions and foreign-invested enterprises owned by the whole people and collectively in the cremation area, their units and relevant departments shall not pay funeral expenses and one-time pensions to their relatives.

Article 16 The cremated ashes are handled by the bereaved person themselves and can be stored in an ashes hall, ashes wall, or ashes cemetery. They can also be buried in trees and scattered into the sea, but they are not allowed to be buried in graves in areas other than the cemetery.
