Regulations of Anhui Province on the Administration of City Appearance and Environmental Sanitation (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation, create a clean and beautiful city environment, safeguard the health of residents and promote the construction of urban civilization, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Environmental Pollution by Solid Wastes, the Regulations on the Administration of City Appearance and Environmental Sanitation and other laws and administrative regulations, and combined with the actual situation of this province. Article 2 These Regulations shall apply to the city appearance and environmental sanitation management of the towns where the people's governments of provinces, cities and counties are located. Third city appearance and environmental sanitation work, the implementation of unified leadership, regional responsibility, the combination of professional management and mass management, education and punishment. Fourth provincial people's government construction administrative departments responsible for the administrative area of the province's city appearance and environmental sanitation management.

City, county (city, district) people's government administrative department of city appearance and environmental sanitation and the town people's government are responsible for the city appearance and environmental sanitation management within their respective administrative areas.

The construction, planning, municipal administration, real estate, industry and commerce, health, radio and television, gardens, environmental protection, public security and other relevant departments of the people's government of a city shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation. Article 5 The people's government of a city shall incorporate the cause of city appearance and environmental sanitation into the national economic and social development plan, improve the facilities of city appearance and environmental sanitation, ensure the necessary funds for the development of city appearance and environmental sanitation, strengthen comprehensive management and promote the development of city appearance and environmental sanitation. Article 6 The municipal people's government and its administrative department of city appearance and environmental sanitation shall encourage and support the scientific research and technological development of city appearance and environmental sanitation, popularize the advanced technology of city appearance and environmental sanitation management, realize the reduction, recycling and harmlessness of garbage, realize the efficient utilization and recycling of resources, promote the socialization, marketization and industrialization of city appearance and environmental sanitation management, and improve the level of city appearance and environmental sanitation. Seventh city people's government should strengthen the publicity of city appearance and environmental sanitation laws and regulations, improve citizens' awareness of environmental sanitation, and educate citizens to develop good civilized and hygienic habits.

All units and individuals shall respect the work of city appearance and environmental sanitation workers and shall not hinder them from performing their duties according to law. Article 8 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to keep the city appearance clean and tidy, and have the right to stop or report acts that damage the city appearance and environmental sanitation facilities.

People's governments at all levels shall commend and reward units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation. Chapter II Management of City Appearance Article 9 Buildings and facilities in a city shall meet the standards of city appearance stipulated by the state.

The people's government of a city may, according to local specific conditions, formulate standards for city appearance that are stricter than those stipulated by the state. Article 10 Municipal public facilities such as lighting, power supply, water supply and drainage, gas supply, heat supply, road traffic, communication, landscaping, urban sculpture, flood control and earthquake prevention in cities should be in harmony with the surrounding environment, and their managers should strengthen maintenance and management to keep the facilities clean and in good condition. Eleventh city people's government should encourage the scientific setting of landscape lighting facilities in the main streets, important sections, landmark buildings and buildings, structures and other facilities in the landscape area. The owner or manager of landscape lighting facilities shall maintain the normal use of landscape lighting facilities. Twelfth buildings on both sides of the city street, should keep the appearance intact, clean and beautiful.

Encourage planting flowers, grass or decorations on balconies and platforms of buildings facing main streets. It is forbidden to pile up or hang articles that hinder the appearance of the city. Build or close balconies, terraces, outer corridors, etc. It shall comply with the provisions of the administrative department of city appearance and environmental sanitation of the people's government of the city to ensure the safety of pedestrians. Thirteenth installation of outdoor air conditioners, exhaust fans (pipes), security window (nets), awnings, solar water heaters, etc. The transformation of urban buildings shall conform to the provisions of the administrative department of city appearance and environmental sanitation of the people's government of the city. The cooling water of the outdoor unit of the air conditioner shall be introduced indoors or into the sewer, and shall not be discharged at will. Fourteenth outdoor billboards, placards, galleries, windows, signboards, signs, etc. The content in the city should be civilized and healthy, with standardized language and writing, neat and beautiful appearance, safe and appropriate setting, and in harmony with the surrounding environment. Where the old things are damaged, the color is eroded, the appearance of the city is affected or the safety of others or public safety is endangered, the owner or manager shall promptly repair, reinforce or dismantle them.

The establishment of large-scale outdoor advertisements shall be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city, and the examination and approval procedures shall be handled in accordance with the provisions of the provincial people's government on the supervision and administration of outdoor advertisements. Article 15 No unit or individual may scribble or depict on urban buildings, structures and other facilities and trees.

Hanging and posting promotional materials on urban buildings, structures and other facilities shall be approved by the administrative department of city appearance and environmental sanitation of the people's government of the city.

Sporadic publicity materials shall be posted in the public * * * posting column set or designated by the administrative department of city appearance and environmental sanitation of the people's government of the city.
