Article 16: After the construction is completed, the special manager shall promptly check and count the explosives, detonators and fuses thoroughly, and the purchased quantity shall be equal to the expenditure plus the remaining quantity. When the remaining quantity is large, explosives, detonators and fuses should be kept by special management departments in time, and it is strictly prohibited to store them in the construction site or the warehouse of the base. If it is found lost or scattered, it should be reported to the competent leader in time and take decisive measures to recover it. Article 17: Blasters must be trained and hold a blasting qualification certificate before taking up their posts. In blasting operations, they should count the number of guns, immediately report misfires or other hidden dangers to the competent leaders, and designate special personnel to eliminate them safely and effectively in time. Article 18: When blasting, the blasting operation shall be carried out in strict accordance with the blasting operation rules, and the blasting site shall be carefully investigated. Under the condition of ensuring safety, they should wear obvious signs and command signs to carry out blasting. Article 20: Anyone who violates the rules, regulations and operating rules of production safety and has a liability accident will be investigated for the responsibility of the party concerned and the competent leader.
