Chapter 1 General Provisions Article 1 In order to strengthen urban water supply management, develop urban water supply undertakings, ensure the safety of urban water supply, and safeguard the legitimate rights and interests of both parties to urban water supply, according to the State Council's "Urban Water Supply Regulations" and "Shanxi Provincial Urban Water Supply and Water Conservation Regulations" and other relevant laws and regulations are formulated in conjunction with the actual situation of this city. Article 2 Units engaged in urban water supply work and users of urban water supply within the administrative area of ??this city shall abide by these regulations. Article 3 The term “urban water supply” as mentioned in these regulations refers to urban public water supply, water supply from self-built facilities and secondary water supply.

The term "urban public water supply" as mentioned in the preceding paragraph refers to the urban tap water supply enterprises providing water for living, production and other purposes to units and residents through public water supply pipelines and ancillary facilities; the preceding paragraph The term "self-built facility water supply" as mentioned in the preceding paragraph refers to the urban water-use units that mainly provide water for living, production and other purposes to the units with their self-constructed water supply pipelines and ancillary facilities; the term "secondary water supply" as mentioned in the preceding paragraph refers to the water supply to the units. Article 4 The municipal administrative department of urban water supply is responsible for the management of urban water supply in the city.

The urban water supply administrative departments of each county and district with urban water supply management functions are responsible for the urban water supply management work in their respective jurisdictions according to their scope of duties.

Relevant departments of the municipal and county (district) people's governments shall be responsible for the relevant work of urban water supply management in accordance with their respective responsibilities.

The municipal tap water supply enterprise is responsible for the production and supply of urban public water supply, and the management and maintenance of urban public water supply facilities. Article 5: Urban water supply should adhere to the combination of rational development of water sources, planned water use and water conservation, give priority to ensuring residents' domestic water use, and make overall plans and considerations for production water and other water use. Article 6: Encourage scientific and technological research on urban water supply and water use, promote advanced technologies, and improve the modernization level of urban water supply and water use.

Encourage urban water supply to gradually implement quality-based water supply and scientifically utilize water resources. Chapter 2 Urban Water Supply Projects Article 7 The construction of urban water supply projects shall be included in the urban infrastructure construction plan, adhere to the policy of combining government and enterprise investment, and be carried out in accordance with the urban water supply development plan and its annual construction plan.

Domestic and foreign investors are encouraged to invest in the construction of urban water supply facilities in this city and engage in urban water supply business activities. Article 8 The design, construction and supervision of urban water supply projects shall be undertaken by units with corresponding qualification levels and shall comply with relevant national technical standards and specifications.

The design, construction and supervision projects of urban water supply projects shall be subject to bidding and tendering in accordance with relevant national regulations. Article 9 The equipment, pipes and utensils used for urban water supply shall comply with national standards or industry standards.

It is prohibited to use products that have been eliminated by the state in urban water supply projects. Article 10: For new, renovated or expanded residential property projects, supporting water supply systems shall be constructed in accordance with the provisions of “water meters leaving the house, one meter per household, and meter reading at the household”. The cost of distributing water meters to households is included in the overall budget estimate of the main construction project. Article 11: Urban water supply implements the management system of "water meters leaving each household, one meter per household, and meter reading at each household".

The cost of renovation of household water meters shall be stipulated by the Municipal People's Government.

Urban tap water supply enterprises and self-built facility water supply enterprises shall withdraw a certain proportion of funds from water fee income specifically for urban water supply scientific research, technology promotion and residential property water meter out-of-home renovation projects. Article 12 If water is supplied according to the water pressure standards prescribed by the state and cannot meet the needs of users, corresponding secondary water supply facilities shall be constructed.

There must be no pollution sources such as septic tanks, seepage toilets, sewage seepage pits, and garbage dumps within 2 meters of the secondary water supply tank and 10 meters of the pool. Article 13 If a user applies to use urban public water supply, the urban water supply enterprise shall be responsible for implementing the water connection project.

If users newly install or modify their own internal water supply pipelines and water meters, they must notify the urban water supply enterprise in writing. Article 14 After the urban water supply project is completed, the construction unit shall organize acceptance and filing in accordance with relevant regulations; among them, after the completion of the new residential property water supply project and the existing residential property water meter renovation project, urban tap water supply enterprises shall participate in the acceptance inspection.

Urban water supply projects that have not been inspected and filed for acceptance or that fail to pass the acceptance inspection shall not be put into use. Article 15 If an urban water supply project has any of the following circumstances, the project shall be deemed to be unqualified:

(1) Use of unqualified water supply pipe fittings, materials, equipment and appliances;

(2) Water supply pipelines cannot guarantee the specified water pressure requirements;

(3) Failure to comply with relevant technical specifications, standards or approved technical design plans;

Section (4) Water facilities do not comply with relevant water conservation regulations;

(5) Other matters that do not comply with water supply quality and water pressure safety requirements. Chapter 3 Urban Water Supply and Water Use Article 16 Urban tap water supply enterprises and enterprises that build their own facilities for external water supply must obtain corresponding qualifications and be registered with the industrial and commercial administration authorities before they can engage in business activities.

Personnel in key positions such as water quality analysts, purifiers, and equipment maintenance workers in urban water supply enterprises must hold certificates to work. Workers directly engaged in water production should have regular physical examinations and establish health files.
