To this end, Haikou Customs has vigorously cracked down on the illegal smuggling activities of "shopping on behalf of others" who take advantage of the tax-free policy on offshore islands, and has launched special crackdowns on many occasions. In order to strengthen the full-process management of duty-free goods on outlying islands and build a healthier tourism consumption environment, Hainan recently issued the "Interim Measures for the Traceability Management of Duty-Free Goods in Hainan Free Trade Port", which implements traceability code management on duty-free goods on outlying islands, making the entire process traceable and clear. Resale and reselling are prohibited, and "one item, one code" is implemented to bring a new shopping experience to the majority of tourists. It is reported that the traceability code includes the "Hainan Outlying Island Duty Free Product Traceability Code", anti-counterfeiting QR code, Hainan Duty Free exclusive LOGO, and the warning "Unpaid duties, reselling prohibited". The traceability code is affixed to the smallest packaging unit of offshore duty-free goods. It is anti-tear and anti-vandal. Even if it is removed, it can leave traces to retain the traceability information. At present, the traceability code management of three types of outlying island duty-free products, including fragrances, drinks and mobile phones, has been implemented. At the end of December, all outlying island duty-free products will be affixed with traceability codes.
