Article 3 Vessels and fishing boat residents shall submit to the household registration management, public security management and other border management of the public security and border defense agencies, and accept inspection and verification. Article 4 The ship owner shall hold the ship inspection certificate, crew certificate, navigation visa book and other valid professional documents issued by the competent department, and apply for the ship household register at the local public security and border defense agency.

The valid documents of ships and fishing boat residents shall not be altered, sold or transferred. Article 5 When a vessel goes to sea, it must register with the local border police station (border defense work station) according to the port of registry. Article 6 Ships shall implement the captain's responsibility system, obey the management of public security and border defense agencies, maintain order at ports and terminals, and ensure safe production at sea. Article 7: Strictly implement the declaration and customs clearance procedures for ships entering and leaving the port. Vessels operating in the offshore must go to the public security border police station (border defense workstation) where the household registration is located to sign customs once every half month with their ship's household registration book and seagoing vessel certificate. Vessels operating in distant seas must sign customs once every voyage. Article 8 If a collective or individual ship in a country other than its own sea of ??nationality berths at a non-port place or docks in a port for more than half a month, it shall declare a temporary stay at the local public security border police station (border defense work station) with the ship's household registration book and seagoing ship's certificate. Article 12: Entry into ports, docks, and net shops for fishing goods transactions must be conducted within designated areas and subject to the management of public security border defense, fishing port supervision, industrial and commercial administration, and tax personnel. Article 13 Fishermen and boat people who are over 14 years old and go to sea must be reviewed by the public security and border defense agencies and issued with a seagoing vessel certificate; those who operate at sea in non-coastal areas must be reviewed by the local public security agency and issued a certificate by their vessel. The permanent public security and border defense agency will issue a seagoing vessel certificate, and it is strictly prohibited to operate at sea without a certificate. Article 14 For those who are responsible for major political or economic accidents that have not yet been dealt with, those who have committed theft, gambling, and prostitution at sea and do not change despite education, and those who are suspected of other illegal crimes, the public security and border defense agencies have the right to order them to Stop going to sea. Article 15 Fishing vessels and boat people going to sea are not allowed to ask for or exchange items with the crew members of foreign ships and Hong Kong and Macao Taiwanese ships, they are not allowed to dock with or board foreign ships and Hong Kong and Macao Taiwanese ships, and they are not allowed to sail into Hong Kong, Macao, Taiwan or foreign waters without authorization. Article 16 Fishing and boating people should consciously maintain coastal defense security and dare to fight against enemy sabotage at Haikou and combat illegal and criminal activities such as smuggling, drug trafficking, speculation, smuggling, diversion (carrying), etc. When suspicious situations are discovered, they should report to the public security and border defense agencies in a timely manner ; If you find illegal leaflets or suspicious items, you should truthfully hand them over to the public security and border defense agencies. Article 17 If a ship operating at sea or a boat citizen commits any of the following acts, the public security and border defense authorities will revoke the boat citizen certificate of the person primarily responsible for one to six months, or impose a fine of ten yuan to five hundred yuan, depending on the circumstances.

(1) Fishing trade is not carried out at the designated place and does not listen to dissuasion;

(2) Vessels that stop at the port fail to implement ship safety precautions as required;

(4) Vessels and boat people operating at sea do not carry valid documents;

(5) Sail into the waters of Hong Kong, Macao and Taiwan or dock at overseas islands without approval, board foreign and Hong Kong, Macao and Taiwan ships, and ask for or exchange items with foreigners or Hong Kong, Macao and Taiwan crew members. Article 18 If a vessel operating at sea or a fishing vessel commits any of the following acts, the vessel will be detained for one to thirty days or fined from RMB 200 to RMB 1,000.

(1) Buying, selling, renting, lending, transferring ships without approval from the competent department, or failing to handle ship registration procedures as required;

(2) Using them without approval Other people's ships go to sea in violation of regulations, or provide navigation tools to others to carry out illegal activities without causing serious consequences;

(3) Altering, selling, or transferring the valid documents of the ship or fishing boat people;

(4) Evading, obstructing or refusing to accept inspection, verification and border management by public security and border guards. Article 19: Those who repeatedly violate relevant regulations on the management of ships and fishing vessels or cause serious consequences that are not sufficient for criminal punishment shall be severely punished.

Fines should be paid in fine notes issued by the financial department, and all should be handed over to the local finance department. Article 20: Violations of these regulations shall be recorded in the ship's household register and stamped with the seal of the punishing unit.
