Circulation enterprises should take the initiative to ask for invoices from production enterprises when purchasing drugs. Public medical institutions should not only ask for and verify invoices from the circulation enterprises that distribute drugs, but also ask the circulation enterprises to produce evidence of purchase invoices provided by the production enterprises for mutual verification. Encourage qualified areas to use electronic invoices and verify the "two-vote system" through information means.
