The Supplementary Notice on Strengthening the Management of Funds Revenue and Expenditure of Grass-roots Trade Unions (No.69 [214] of the General Secretariat) is hereby forwarded to you, and combined with the actual situation in our province, the following implementation opinions are put forward, please follow them together.
I. Standards for distributing a small amount of condolences on holidays
On holidays (legal holidays stipulated by the state), a small amount of condolences will be distributed to all employees, and the total amount distributed throughout the year will be controlled within 3% of the trade union fund income of the grass-roots trade union in that year.
II. About all kinds of awards, subsidies and the distribution of solatium
(I) About specific projects of awards, subsidies and solatium
The awards, subsidies and solatium projects of grass-roots trade unions in organizing activities and carrying out various work mainly include:
1. Awards for outstanding students (including self-study);
2. Awards for cultural performances and sports competitions;
3. Award outstanding trade union cadres and activists;
4. Food subsidies and dinner expenses incurred in various activities according to regulations;
5. On holidays, all members will receive a small amount of holiday condolences, personal and family difficulties subsidies, birthday condolences from members themselves, etc.
(II) On the distribution of rewards, subsidies and solatium
1. Define the distribution standards. Grass-roots trade unions must formulate relevant regulations, follow the principle of rationality and moderation, clarify the unified standards for awards, subsidies and solatium, form written documents and solicit opinions from employees extensively, and strictly implement them after discussion and approval by the trade union committee at the corresponding level and the fund review committee.
(1) For reward items, the reward area and amount should be strictly controlled. The number of awards generally does not exceed 3% of the participants; Rewards should be mainly based on spiritual encouragement, supplemented by material incentives, and the bonus should generally not exceed 3 yuan/person;
(2) The trade union organizes collective activities, and the trade union cadres and trade union members who miss meals due to their participation in the activities can pay cash or arrange working meals according to the food subsidy standard for travel expenses stipulated by the local financial department, with the maximum not exceeding 5 yuan/person/meal;
(3) A clear standard should be set for individual and family members' subsidies due to special difficulties, generally not exceeding 2, yuan;
(4) The standard of birthday condolences of members themselves shall not exceed that of 3 yuan.
2. Improve the issuance procedures. When awarding rewards, subsidies and solatium, it is required that the examination and approval procedures are complete, and real-name registration system will issue them and sign for them.

1. The Notice stipulates that grass-roots trade union organizations should use membership fees to organize members to watch movies and carry out collective activities such as spring outing and autumn outing. When membership dues are insufficient, grass-roots trade unions can make up for them with trade union funds. The members of the trade union organization should strictly control the spring outing and autumn outing in the city where the unit is located, and make a round trip on the same day.

5. The Notice stipulates that all kinds of cultural and sports activities carried out by grass-roots trade unions shall pay food subsidies and dinner expenses according to regulations. Grass-roots trade union organizations can give subsidies to trade union cadres and trade union members who miss meals because of their participation in activities in cash or in kind.
