Is Kuqa the counterpart city in Suzhou to aid Xinjiang?

Suzhou's counterpart city in aiding Xinjiang is not Kuqa. According to the "Three Records of Suzhou's Completion of Poverty Alleviation Cooperation and Counterpart Support between the East and the West" issued by Suzhou Municipal People's Government, Suzhou's counterpart support is Horgos, Gong Liu and Artux in Xinjiang, Linzhou in Tibet and Tongren in Guizhou. Therefore, the counterpart city of Suzhou's aid to Xinjiang is not Kuqa.
