Chapter 1 General Provisions Article 1 In order to strengthen the management of urban appearance and environmental sanitation and create a clean, beautiful and civilized urban living and working environment, in accordance with the "Regulations on the Management of Urban Appearance and Environmental Sanitation" of the State Council and other relevant These regulations are formulated in accordance with the provisions of laws and regulations and in combination with the actual situation of this city. Article 2 These Regulations shall apply to the urban planning areas of this city and the areas delineated and announced by the people's governments at or above the county level for the implementation of urban management. Article 3 The management of urban appearance and environmental sanitation follows the principles of people-oriented, government-led, territorial management, and public participation. Article 4 People’s governments at or above the county level (including Pingxiang Economic and Technological Development Zone, Pingxiang Wugong Mountain Scenic Area, the same below) shall perform the following city appearance and environmental sanitation management responsibilities:

(1) Organize city appearance and environmental sanitation Include the undertakings in the national economic and social development plan;

(2) Organize the preparation of special plans for city appearance and environmental sanitation;

(3) Include city appearance and environmental sanitation management funds into the government at the same level Financial budget to ensure investment in relevant infrastructure construction;

(5) Promote domestic waste classification management, Improve the reduction rate, harmlessness rate and resource utilization rate of garbage treatment;

(6) Promote the construction of urban underground comprehensive pipeline corridors and transform the existing urban overhead pipeline facilities;

(7) Promote the concept of sponge city construction and coordinate the construction and management of sponge cities;

(8) Organize and carry out publicity and education on city appearance and environmental sanitation laws and regulations;

(9) Commend or reward units and individuals that have achieved remarkable results in city appearance and environmental sanitation work. Article 5 The city appearance and environmental sanitation departments of the people's governments at or above the county level are responsible for the supervision and management of city appearance and environmental sanitation within their respective jurisdictions.

Relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, jointly carry out work related to city appearance and environmental sanitation management.

Subdistrict offices and township (town) people's governments are responsible for the daily work of city appearance and environmental sanitation within their respective jurisdictions. Article 6: This city implements the responsibility area system for city appearance and environmental sanitation work, and specific measures are formulated by the Municipal People's Government. Article 7 City appearance and environmental sanitation management shall enforce the law in a civilized manner, follow legal procedures, record the law enforcement process, and adhere to the combination of education and punishment.

Unless otherwise provided by laws and regulations, the city appearance and environmental sanitation department shall disclose relevant administrative licensing, administrative penalties and other information to the public through the government website within seven working days. Article 8 The competent department of city appearance and environmental sanitation shall establish a complaint and reporting system and publish the methods for complaining and reporting.

The competent department of city appearance and environmental sanitation may hire social supervisors to supervise and evaluate the performance of duties by units and individuals responsible for city appearance and environmental sanitation. Article 9 Water supply, power supply, gas supply and other enterprises shall support and cooperate with the city appearance and environmental sanitation authorities in performing the management responsibilities of urban roads, municipal facilities and urban green spaces, and the required water, electricity, gas and other expenses shall be settled according to the facts. Article 10: Any unit or individual has the obligation to keep the city appearance clean and tidy and maintain environmental sanitation, and has the right to dissuade, complain and report any behavior that damages the city appearance and environmental sanitation or destroys urban public facilities.

The whole society should respect sanitation workers and their work, and no unit or individual may hinder or obstruct their normal work. Article 11: Promote village (resident) committees and other social organizations to formulate conventions on maintaining city appearance and environmental sanitation. Encourage and support individuals and social organizations to participate in voluntary services and public welfare activities to maintain city appearance and environmental sanitation. Chapter 2 City Appearance Management Article 12 No unit or individual may occupy, destroy or move, dismantle or close urban public facilities without authorization, nor may they change the nature of use of urban public facilities without authorization. Article 13 Buildings (structures) facing the street, urban sculptures, street scenes, and facilities such as air-conditioning units, window bars, protective nets, sunshade (rain) awnings, etc. installed on the facades of buildings (structures) facing the street shall Comply with national urban appearance standards.

On the roofs, doors, windows, balconies, platforms, viewing platforms, exterior corridors, etc. of buildings (structures) on main streets and key areas, items that may hinder the appearance of the city are not allowed to be stacked, hung, or dried; roofs , air conditioners, water heaters, etc. should discharge rainwater and wastewater through the drainage pipes of buildings (structures).

It is prohibited to build new overhead pipeline facilities in main streets and key areas. For existing overhead pipeline facilities that do not meet national urban appearance standards, property rights units should gradually transform them into the ground or take concealment measures. The property rights unit is responsible for dismantling abandoned pipeline facilities. Article 14 Urban roads and their ancillary facilities should be kept clean and intact and comply with national urban appearance standards. If they are stained or damaged, the management unit should clean, repair or replace them in a timely manner.

It is not allowed to build structures, stack materials, hang banners, plant crops, etc. without authorization on both sides of urban roads and other urban public spaces.

To temporarily occupy urban public spaces due to the needs of urban construction, publicity, trade exhibitions and other activities, the consent of the city appearance and environmental sanitation department must be obtained, and relevant approval procedures must be completed in accordance with the law. Article 15 The city appearance and environmental sanitation departments of people's governments at or above the county level, as well as sub-district offices and township (town) people's governments, shall reasonably set up and announce morning markets, night markets, stalls, bazaars, agricultural and sideline products self-service areas within their jurisdictions in accordance with relevant regulations. Production and sales areas and other business locations and business hours.

Operators shall operate in an orderly manner according to the prescribed area and time, keep the site clean, and shall not obstruct traffic, affect fire safety, or occupy or destroy urban public facilities.
