With the approval of the State Council, the third week of September every year is the National Putonghua Promotion Week (hereinafter referred to as Promotion Week). As one of the basic measures to promote Putonghua, Popularization Week has produced a wide range of social influences, and played an important role in publicizing the Law of People's Republic of China (PRC) on Common Languages and Characters, promoting the whole society to establish a sense of standardization of languages and characters, and promoting the in-depth development of language and characters work.
September 2006 10 to 16 is the ninth national publicity week. In order to do a good job in this year's publicity week, the relevant matters are hereby notified as follows:
1. Guiding ideology: Under the guidance of Scientific Outlook on Development, fully publicize the national common language and writing law, further enhance the awareness of language norms, legal system and participation in popularizing Putonghua for all citizens, accelerate the popularization of Putonghua in the whole society, and create a good language environment for building a harmonious socialist society and a well-off society in an all-round way.
Second, the publicity theme: "Putonghua-fifty years of promotion, universal in the new century". With the 50th anniversary of the promulgation of the Resolution on Promulgating Simplified Chinese Characters and the Instruction on Promoting Putonghua in the State Council and the 5th anniversary of the implementation of the National Law on Common Language and Characters, we will carefully plan and organize relevant publicity to expand the influence of Putonghua and standardized Chinese characters and the social recognition of the National Law on Common Language and Characters. All localities and departments can review and summarize the historical achievements and experiences of promoting Putonghua and standardizing language and writing in the past 50 years, and at the same time focus on how to further promote Putonghua under the new situation to serve the comprehensive, coordinated and sustainable development of the economy and society.
Third, it is necessary to accurately grasp and comprehensively publicize the laws, regulations, policies and relevant norms and standards of the country to promote Putonghua, and pay attention to the art of propaganda, so that all members of society can realize the important significance of promoting Putonghua to promote economic development, improve their own quality, safeguard national unity and enhance the cohesion of the Chinese nation, encourage them to study hard and consciously use Putonghua on necessary occasions, and establish new language concepts that meet the needs of modern society. At the same time, people should know that promoting Putonghua is not to eliminate dialects, and dialects have their own use space within the scope permitted by law. The common development of Putonghua and dialects is the need of building a harmonious life in China.
Four, all localities and departments should establish a sense of brand and innovation, on the basis of summing up the experience of previous activities, adapt to the development of the times and social needs, constantly enrich the means of publicity, expand the field of publicity, launch publicity highlights, and strive to make the promotion of the week into a language festival that the masses actively pay attention to, love and benefit, and ensure the continuous development of the promotion of the week. We can continue to adhere to the past effective forms of activities such as square publicity, symposiums, ancient poetry meetings, street publicity and consultation, knowledge contests, basic skills competitions, essay-writing activities, collection of publicity materials, cultural performances, and exhibitions of language and writing achievements. At the same time, we can give full play to the role of radio stations, TV stations, newspaper networks, mobile phone short messages and other media, strengthen media propaganda, and create a good public opinion atmosphere and social environment. Attention should be paid to giving full play to the enthusiasm and creativity of experts and scholars, China Language Association and volunteers in promoting Putonghua, striving for extensive social support, making popularization week activities closer to life and enhancing fashion sense, interactivity and affinity. Language departments at all levels should solicit the opinions of propaganda, education, personnel, culture, radio and television, * * the Communist Youth League, the Young Pioneers and other departments, organizations and major public * * * service industries, formulate a publicity week activity plan, and report it to the local publicity week leading group or the comprehensive department of the people's government for unified coordination. All relevant departments should provide necessary human, material and financial support and convenient conditions for promoting Putonghua activities, strive for social support and sponsorship, and do a good job in promoting Putonghua.
Five, the promotion of Putonghua publicity activities should continue to extend and expand to the vast rural areas, remote areas and ethnic areas, in order to meet the needs of building a new socialist countryside. At present, the popularization rate of rural Putonghua is not high, and farmers' awareness of language norms is not strong, which is not conducive to the development of market economy and the transfer of rural surplus labor, and restricts the prosperity and development of farmers. It is necessary to help farmers master the national common language as an important link in coordinating urban and rural economic and social development and promoting rural urbanization, increase investment in work, and provide relevant services to improve farmers' language ability and optimize rural language environment. Language committees at all levels and relevant industry departments should proceed from reality, promote this work according to local conditions, use their brains on "taking the city to bring the countryside", cite various educational resources and social forces, adopt flexible and diverse ways to carry out Putonghua training and consulting services for teachers and migrant workers in rural and ethnic minority areas, organize volunteers to send teachers to the countryside or carry out convenient services to promote Putonghua, so that the masses can benefit from it.
Six, we should give full play to the basic role of schools in promoting Putonghua. It is necessary to combine the activities of popularization week with the activities of establishing a model school for standardization of language and characters to further improve the popularity of Putonghua on campus. Activities such as speech contest and teaching basic skills contest can be widely carried out among teachers to improve teachers' awareness of language norms and the teaching level of Putonghua. Every school in urban and rural areas should carry out publicity activities during the popularization week. Primary and secondary schools should carry out flag-raising ceremony, class meeting, team meeting, league meeting, textbook drama performance, Putonghua competition and other activities with the theme of popularizing Putonghua. Urban and rural schools can carry out cooperation and friendship activities according to actual needs, and language departments at all levels should especially strengthen support and guidance for rural primary and secondary school popularization week activities. Colleges and universities should carry out activities such as recitation, speech and debate suitable for college students. Conditional schools can organize college student volunteers to carry out activities of "popularizing rural areas" or provide language training services for migrant workers nearby. The Communist Youth League and Young Pioneers organizations at all levels should take experiential education as the basic way, and play an active role in promoting Putonghua by carrying out activities such as "passing on the national spirit from generation to generation" and striving for "Putonghua chapters". Encourage schools to carry out publicity activities for the society and the community.
Seven, all departments and systems should attach importance to and carry out the activities of law popularization week. The propaganda department should incorporate the popularization week into the publicity plan for the third quarter, and launch newspapers, radio, television, internet and other public media to carry out various forms of activities to promote Putonghua; Radio stations and television stations should do a good job in the news coverage of Popularization Week, cooperate with the 50th anniversary activities of the Resolution on Promulgating Simplified Chinese Characters and the Instruction on Promoting Putonghua, and actively produce and broadcast special programs and public service advertisements. The personnel department should strengthen the training of civil servants in Putonghua, encourage civil servants to actively participate in the promotion of Putonghua publicity activities and play an exemplary role; The department of spiritual civilization construction should incorporate the promotion of Putonghua into the publicity and education of urban and community civilization construction; Cultural departments should integrate the promotion of Putonghua into mass cultural activities and community cultural construction, especially into the cultural construction of new socialist countryside; * * * The Communist Youth League departments should carry out voluntary service activities to promote Putonghua among young people, recruit and organize volunteers to go deep into communities, factories, mines, rural areas and other places to carry out consulting and teaching services; China People's Liberation Army and Armed Police Force should focus on Putonghua training for soldiers from rural areas and dialect areas.

The education department can combine Teacher's Day activities, and other departments can also combine the publicity activities of the industry to further expand the publicity momentum and extend the publicity time. Provincial language departments should strengthen macro guidance, fully mobilize and encourage the enthusiasm and creativity of grass-roots units, and summarize and promote good examples and good experiences in the popularization week activities around the country.
9. The Office of the Leading Group for National Popularization Week will continue to distribute posters of Popularization Week to guide the promotion activities in key cities this year, hold the nationwide selection of ambassadors for promoting Putonghua, and carry out the national competition for basic skills of teachers' language and writing, the third national competition for standardized knowledge of language and writing "Love my mother tongue, love my China", the prize-winning solicitation activities for the use of logical language in newspapers and periodicals, and the national essay (photography) competition for young journalists. Specific matters will be notified separately. In 2005, the Office of the National Popularization Week Leading Group revised and issued the "Publicity Outline and Slogan for Promoting Putonghua", which can continue to be used in this year's Popularization Week.
