Basic principle: (1) Villagers' autonomy must be carried out under the leadership of township party committees and within the scope permitted by party policies and national laws and regulations. Conditions for demonstration villages and towns of villagers' autonomy (1) Democratic election of villagers' committees and villagers' group cadres, and construction of villagers' committees according to law.
