In order to ensure the safe and smooth road traffic and the safety of people's lives and property in our region, according to the Road Traffic Safety Law of the People's Republic of China, the Notice on Strengthening the Management of Low-speed Electric Vehicles (Ministry of Industry and Information Technology [2018] No.227) and the Implementation Opinions of the General Office of Shandong Provincial People's Government on Strengthening the Management of Low-speed Electric Vehicles (Lu Zhengzi [2018] No.2400) The relevant matters are hereby notified as follows:

First, the scope of prohibited vehicles

Motor tricycles (motor tricycles and agricultural tricycles), electric tricycles and four-wheeled vehicles not listed in the Announcement of Road Motor Vehicle Manufacturers and Products of the Ministry of Industry and Information Technology are collectively referred to as "three small vehicles" (vehicles that cannot obtain official license plates).

Second, the time and area of the ban.

(1) From April 12, 2022, it is the stage of publicity, investigation and registration, and self-disposal; From May 1, it is a comprehensive management stage. It is forbidden to sell "three small vehicles" in non-no-go areas, prohibit government agencies, organizations, enterprises and institutions from parking, prohibit residents from entering and leaving and parking "three small vehicles", and implement a comprehensive ban on "three small vehicles" in non-no-go areas.

(2) The urban areas where traffic is prohibited and restricted are: Li Ji Road and Lu Hua East Road (inclusive) in the east, West Ring Road (exclusive) in the west, Dingdang Road (exclusive) in the south and Hope Road and Xiangyang Road (inclusive) in the north.

Third, the punishment measures

For the "three small vehicles" and personnel who drive into the no-go restricted area, the competent department shall confiscate the vehicles and force them to be scrapped, and impose a fine of more than 2,000 yuan in 200 yuan, and if the circumstances are serious, impose an administrative detention of less than 15 days. The district public security organs will investigate the legal responsibility of those who hinder the staff of state organs from performing official duties according to law, violently resist the law and disturb social order.

It is hoped that the broad masses of the people will consciously abide by the relevant regulations on the prohibition of "three small vehicles", properly handle the existing "three small vehicles" in the restricted area in advance, and from the day when the restrictions can be imposed, they will not blindly buy or illegally drive "three small vehicles", be a model of obeying traffic laws and regulations, be a guardian and practitioner of civilized travel, and create a smooth, safe and civilized road traffic environment.
