Legal Analysis: The Measures for the Supervision and Administration of Work Safety in Highway and Waterway Engineering is a departmental regulation formulated according to the Law of People's Republic of China (PRC) on Work Safety and the Regulations on the Administration of Work Safety in Construction Projects in order to strengthen the supervision and administration of work safety in highway and waterway engineering, prevent and reduce production safety accidents, and ensure the safety of people's lives and property.

Legal basis: Article 28 of the Measures for the Supervision and Administration of Safety Production of Highway and Waterway Engineering, the construction unit shall be responsible for the safety production of highway and waterway engineering. According to the risk assessment level of the project, relevant risk warnings shall be given in the affected areas along the project.

The construction unit shall not put forward requirements that do not meet the laws and regulations on safety production and the mandatory standards for engineering construction for units such as survey, design, supervision, construction, equipment leasing, material supply, test and testing, and safety service. Shall not violate or arbitrarily simplify the basic construction procedures. Don't arbitrarily compress the construction period. If it is really necessary to adjust the construction period, the risks affecting safety shall be demonstrated and evaluated, and the corresponding construction organization and safety guarantee measures shall be put forward through consultation between the two parties to the contract.
