The meeting held that in accordance with the coordinated promotion of the "four comprehensive" strategic layout, with the direction of decentralization, combination of decentralization and administration, and transformation of government functions, making overall arrangements for the annual legislative work in the State Council is an important measure to further promote administration according to law, accelerate the construction of a government ruled by law, and promote the modernization of government governance.

The meeting adopted the the State Council Legislative Work Plan for 20 15 years, and identified key legislative projects in improving the socialist market economic system, safeguarding and improving people's livelihood, promoting cultural development, protecting the ecological environment, and strengthening the government's own construction. Among them, urgent legislation such as government investment regulations and environmental protection tax law will be submitted for deliberation as soon as possible, and legislation such as urban housing security regulations, farmland water conservancy regulations and residence permit management measures will be completed as soon as possible.

The meeting demanded that, first, we should adhere to the principle of granting power according to law and statutory powers and responsibilities, strictly prevent "red-headed documents" from overstepping the authority to replace the law, gradually reduce administrative normative documents, strictly control the establishment of new administrative licenses in legislation, and strictly prevent the legalization of departmental interests.

Second, we must adhere to the coordination between legislation and promoting reform, restructuring and transformation, promptly clean up relevant regulations and normative documents, consolidate and safeguard development achievements with the rule of law, and reserve space for reform and exploration. Third, we must adhere to scientific and democratic legislation, improve public participation and supervision mechanisms, and consolidate the foundation of public opinion in law enforcement. Constantly improve the ability and level of government administration according to law. The meeting pointed out that China is in the stage of accelerated industrialization, and manufacturing is an important pillar and foundation of the national economy. The implementation of "Made in China 2025" in this year's government work report is of great significance for promoting China's manufacturing from big to strong, making China's manufacturing contain more China creation factors, relying more on China equipment and China brand, and promoting the economy to maintain medium and high-speed growth and move towards the middle and high-end level.
