I. Scope of application

Overseas personnel and their dispatched and employed units should properly handle the relationship between epidemic prevention and control and overseas activities, implement various prevention and control measures in line with the principles of legality, safety, rationality and moderation, prevent the epidemic from being exported overseas, and cautiously travel to countries and regions with serious epidemics to prevent the epidemic from being imported from abroad.

According to the requirements of the Notice of the State Council on Joint Prevention and Control Mechanism for novel coronavirus Epidemic (Joint Prevention and Control Mechanism [2020] No.28) and the Prevention and Control Plan for Infected Pneumonia in novel coronavirus (6th Edition) and the Diagnosis and Treatment Plan for Infected Pneumonia in novel coronavirus (7th Edition for Trial Implementation) issued by the National Health and Wellness Commission, the principles of "compliance with laws, territorial management and careful exit" are followed.

Third, the division of responsibilities

All kinds of people going abroad must bear the main responsibility of epidemic prevention and control, and the dispatching and employing units should bear the supervision responsibility, and the local health department in the province is responsible for providing protective technical guidance.

Fourth, the main measures

(1) Health check and declaration.

The sending and using units should pay attention to the strict health examination of the personnel going abroad and make necessary investigations on the health status of their families. If you have symptoms of fever, dry cough or have lived in key areas in China, you should stay at home or concentrate on isolation in strict accordance with relevant regulations to ensure your health before you can arrange to leave the country. (2) management measures before leaving the country.
