Today, Guangdong issued the "Guidelines for the Prevention and Control of Overseas Personnel in COVID-19" (referred to as the "Guidelines"), proposing five major measures to ensure the safe and smooth outbound tourism of residents in our province.

These guidelines are applicable to all kinds of personnel, dispatched personnel and employers who go abroad for business, labor service, study abroad, travel and visit relatives during the COVID-19 epidemic.

Guangdong provincial party and government organs, institutions (including universities) and state-owned enterprise personnel on business trips shall be handled in accordance with the relevant provisions of the province.

The guideline calls for strengthening health examination and declaration. The sending and using units should pay attention to the strict health examination of the personnel going abroad and make necessary investigations on the health status of their families.

If you have symptoms of fever, dry cough or have lived in key areas in China, you should stay at home or concentrate on isolation in strict accordance with relevant regulations to ensure your health before you can arrange to leave the country. Before leaving the country, overseas personnel in our province should have a detailed understanding of the epidemic situation in COVID-19 and the prevention and control policies and measures involving foreigners, especially those from China. Pay close attention to the relevant departments of China and Guangdong Province, and take relevant management measures for entry personnel with travel history and residence history in countries and regions with serious epidemic situation, so as to avoid travel impact and unnecessary losses caused by exit-entry management problems.

When leaving the country, overseas personnel should actively cooperate with relevant administrative departments to do a good job in epidemic prevention and control and safety inspection. Declare my health and other relevant information truthfully when entering the country, and abide by the local epidemic prevention and control regulations.

Outbound personnel and their families should carry out health risk assessment.

The Guide requires that all dispatched employers should conduct health risk assessment on domestic and overseas personnel and their families in accordance with the regulations of the State Council. Combined with the evaluation results, corresponding measures are taken.

If I or my family members have lived in Hubei Province or other high-risk and medium-risk areas with particularly serious epidemic situation in the past 14 days, they should truthfully and promptly report to the employing units, local health departments and communities, and conduct isolated observation in strict accordance with the requirements. Leave the country after confirming health.

If my family or I have respiratory symptoms such as fever and dry cough in the last 14 days, I need to see a doctor as soon as possible. After the possibility of COVID-19 is definitely ruled out and the symptoms disappear completely, I will arrange to leave the country.

Personnel dispatched by our province, employers and individual citizens should keep abreast of changes in national epidemic prevention and control policies, carefully arrange personnel to visit and arrange free travel abroad.

Before leaving the country, people going abroad must go through the "push-to-talk entry and exit information" procedure of the National Immigration Bureau in advance, or log on to the websites of the visiting governments and our local embassies and consulates to check and understand the local government's epidemic situation notification in time, especially the latest restrictions on foreigners, so as to avoid restrictive measures such as being refused entry by the original plane or being forced to isolate immediately after entry because they are unaware of the prevention and control measures taken by Chinese citizens.

Don't argue with others because of the epidemic

The Guidelines suggest that people going abroad should plan their routes reasonably after meeting the health requirements for leaving the country, prepare relevant health certificates and personal protective equipment before leaving the country, and suggest taking the initiative to purchase accident insurance and overseas medical insurance to better ensure travel safety.

When choosing a flight, you should try to avoid connecting or stopping in countries and regions with serious epidemics, and prepare several copies of important documents such as passports and visas in advance in case of emergency.

At the same time, continue to take personal protective measures, maintain good hygiene habits, gather less, do a good job in health monitoring, pay attention to travel safety, and don't have disputes or even physical conflicts with others because of the epidemic. In case of discriminatory injury, report to the police in time and report to our local embassy or consulate.

When overseas personnel return to Guangdong after completing relevant activities, they must truthfully fill in the health card at the time of entry, and cooperate with the entry quarantine work in accordance with the relevant provisions of our province on preventing and controlling the import of overseas epidemics.

At the same time, strengthen the health monitoring of dispatched and resident personnel, track the daily activity track and physical condition of overseas personnel, and deal with the signs in time to ensure their personal health and safety.

Guidelines for the Prevention and Control of Overseas Personnel in COVID-19

I. Scope of application

This work guide is applicable to all kinds of personnel and dispatched employers who go abroad for business, labor service, study abroad, travel and visit relatives during the COVID-19 epidemic. Guangdong provincial party and government organs, institutions (including universities) and state-owned enterprise personnel on business trips shall be handled in accordance with the relevant provisions of the province.

Second, the overall requirements and basic principles

Overseas personnel and their dispatched and employed units should properly handle the relationship between epidemic prevention and control and overseas activities, implement various prevention and control measures in line with the principles of legality, safety, rationality and moderation, prevent the epidemic from being exported overseas, and cautiously travel to countries and regions with serious epidemics to prevent the epidemic from being imported from abroad.

According to the requirements of the Notice of the State Council on Joint Prevention and Control Mechanism for novel coronavirus Epidemic (Joint Prevention and Control Mechanism [2020] No.28) and the Prevention and Control Plan for Infected Pneumonia in novel coronavirus (6th Edition) and the Diagnosis and Treatment Plan for Infected Pneumonia in novel coronavirus (7th Edition for Trial Implementation) issued by the National Health and Wellness Commission, the principles of "compliance with laws, territorial management and careful exit" are followed.

Third, the division of responsibilities

All kinds of people going abroad must bear the main responsibility of epidemic prevention and control, and the dispatching and employing units should bear the supervision responsibility, and the local health department in the province is responsible for providing protective technical guidance.

Fourth, the main measures

(1) Health check and declaration.

The sending and using units should pay attention to the strict health examination of the personnel going abroad and make necessary investigations on the health status of their families. If you have symptoms of fever, dry cough or have lived in key areas in China, you should stay at home or concentrate on isolation in strict accordance with relevant regulations to ensure your health before you can arrange to leave the country. According to the situation of countries with serious epidemic situation, make careful arrangements for exit personnel.

When leaving the country, overseas personnel should actively cooperate with the relevant administrative departments of airports, docks, stations and other ports to do a good job in epidemic prevention and control and safety inspection, consciously obey the guidance and management of on-site staff, and go through customs clearance inspection procedures according to regulations. Declare my health and other relevant information truthfully when entering the country, and abide by the local epidemic prevention and control regulations.

(2) management measures before leaving the country.

1. Health risk assessment.

All dispatched labor units shall conduct health risk assessment on domestic and overseas personnel and their families in accordance with the technical scheme of personnel health management for establishing joint prevention and control mechanism in novel coronavirus (No.28 [2020] of Joint Prevention and Control, which can be downloaded from the website of the National Health and Wellness Commission) in the Notice of the State Council on Scientific and Accurate Prevention and Control of COVID-19 Epidemic according to Law.

2. Personnel health classification management.

Take corresponding measures according to the health risk assessment results of overseas personnel and their families.

Pay attention to wearing a mask when going out, and keep a certain distance when communicating with people to avoid direct contact.

2. charge less. Try to avoid or reduce participation in party activities. Try not to go out, visit or get together at home except for normal business, work, study and other activities. Avoid going to crowded places such as churches, entertainment places, assemblies and parades. Pay attention to frequent ventilation and frequent hand washing in activity places, adopt peak shifting or packing methods when eating, reduce the number of times of taking public transport, and disinfect hands when going out.

3. Health monitoring. Check your temperature every day. If there are any abnormalities or respiratory symptoms, seek medical attention in time and report to the dispatching and employing units.

4. Pay attention to travel safety. Don't argue with others or even have physical conflicts because of the epidemic. In case of discriminatory injury, report to the police in time and report to our local embassy or consulate.

(4) Handling and reporting of abnormal situations after leaving the country.
