Measures of Shanghai Municipality on the Administration of the Collection and Use of Water Supply, Water Fee and Dike Maintenance Fee for Water Conservancy Projects

I. Water supply and water charges for water conservancy projects

(1) Collection scope. All industrial and commercial enterprises and institutions, foreign-invested enterprises and agricultural production (including fishery, animal husbandry and sideline) that supply water through water conservancy facilities within the administrative area of this Municipality shall pay the water supply fee for water conservancy projects (hereinafter referred to as the water supply fee) in accordance with the provisions of these Measures. Domestic water supplied by urban waterworks for urban residents, farmers and water users will not be collected temporarily.

(2) collection standards. The determination of water supply and water fee standard is based on the cost of water supply project, including operation management fee, major repair fee, depreciation fee and other expenses that should be included in the cost according to regulations.

1, according to the current production capacity of grain and cotton crops in this city, the cash crops can be slightly higher than the grain and cotton crops according to the cost (the cost does not include the depreciation of fixed assets invested by farmers and services); Animal husbandry can be higher than planting. The specific standards are: grain and cotton crops and cash crops are charged by area, and the annual fee per mu is three to five yuan (which can be included in the cost of farmland irrigation and drainage); Aquaculture and intensive fish ponds are charged according to the water area, with an annual fee of six to eight yuan per mu, and the use of rivers and lakes is charged at 2% of the annual output value; Medium-sized livestock farms and specialized households (more than 500 pigs, more than 1,000 poultry and more than 50 cows) are charged according to water consumption, with a charge of one to two cents per cubic meter, or one percent of the annual output value.

In some counties (districts) and townships, if the fees are higher than the above-mentioned upper limit, they can be adjusted by the price and financial departments of Shangxian County (District), and after the approval of the people's government of the county (District), they shall be implemented according to the adjusted standards.

2, industrial water supply and water charges, according to the total investment cost of water conservancy projects plus 5% surplus approved. Among them, the water consumption is charged two to three points per cubic meter; The charge for cross-flow or circulating water is from 1 to 1.5 cents per cubic meter. (2) collection standards. Dike maintenance fee shall be levied at 1% of turnover tax (product tax, value-added tax and business tax) payable by units and individuals. Township enterprises shall be levied at 1% of the profits realized in that year. Measures for the collection of foreign-invested enterprises shall be formulated separately.

The construction unit of flood control wall facilities along the Huangpu River and other river sections may refund the dike maintenance fee as a subsidy for flood control wall maintenance, and the specific measures shall be formulated separately. Third, the collection method

Water supply and water charges are collected by the county (district) water conservancy project management unit, or by local finance, taxation, banks and other units (water supply units of waterworks run by counties, townships and towns are collected by waterworks when collecting tap water charges). Dike maintenance fees can be collected together with the additional education fees, which are uniformly collected by the finance and taxation departments. The above-mentioned collecting unit may charge an agency fee of 2% of the paid-in amount.

Water charges for agricultural water supply are generally collected twice a year (at the end of June and1February of that year), and those for industrial water supply are collected monthly. Dike maintenance fees and education fees are levied at the same time. Payment units and individuals shall pay in full within the payment period. Overdue payment, according to the provisions of the additional fines.

Water supply and water charges and dike maintenance fees can be included in the production and operation costs of the payer, but the contract base of the payer will not be adjusted. Fourthly, the application of management measures.

Water supply, water fee and dike maintenance fee shall be regarded as budget revenue, and shall be exempted from key energy and transportation construction funds and budget adjustment funds, which shall be collected first and then used, and deposited in financial accounts for special purposes. Among them, 10-20% of water supply and water charges can be extracted and deposited in special accounts, which can be used as the source of funds for water conservancy project management units. Special funds can be used as a whole with budgetary funds, but they shall not be used to offset budgetary expenditures, and shall not be used for expenditures unrelated to water conservancy and flood control, and no other department may intercept or misappropriate them.

(two) the water supply and water fee income shall be arranged by the water resources department as a whole, and shall be used after being audited by the financial department at the same level and reported to the people's government at the same level for approval. It is mainly used for the operation, management and maintenance of water supply projects, as well as water conservancy facilities such as bank protection built to ensure smooth water supply in rivers.

(III) Revenues from embankment protection fees shall be collected by the finance and taxation departments and deposited in the special financial accounts. The municipal water conservancy department shall propose a plan for the use of funds in consultation with the relevant departments, and after being approved by the Municipal People's Government, the financial department shall allocate them in accordance with the relevant provisions on the use of special funds and supervise their use. It is mainly used for the operation, management, construction and maintenance of dike engineering and its facilities. Its surplus funds can be carried forward year by year.

(four) water supply and water fee income, according to the county (District) administrative region, county (District); Dike maintenance fees can be allocated according to the additional scope of education fees, and part of the county (district) is used as a whole by the county (district), and the rest is arranged as a whole by the city. All counties (districts) must make good use of the regulations.

These Measures shall come into force as of 199 1 year 1 February1day, and the people's governments of counties (districts) may formulate specific implementation rules according to local conditions, and send a copy to the Municipal Water Conservancy Bureau, the Finance Bureau and the Price Bureau for the record.

These Measures shall be interpreted by the Municipal Water Conservancy Bureau in conjunction with the Municipal Finance Bureau.
