Article 3 The public security organs are responsible for the management of prohibitions on setting off fireworks and firecrackers. The safety production supervision and management department is responsible for the safety production supervision and management of fireworks and firecrackers. The departments of development and reform, education, civil affairs, finance, housing and urban-rural construction, urban management and law enforcement, transportation, culture, environmental protection, market supervision and management, meteorology and other departments shall, in accordance with their respective responsibilities, do a good job in prohibiting the setting off of fireworks and firecrackers in accordance with the law. The town people's government and sub-district offices should include the ban on setting off fireworks and firecrackers within the scope of comprehensive social security management, publicize, guide and urge units and individuals within their jurisdiction to comply with relevant regulations, and cooperate with relevant departments to ban the setting off of fireworks and firecrackers. Article 4 People's governments at all levels and relevant government departments shall carry out publicity activities to guide residents to comply with relevant laws, regulations and rules on the management of fireworks and firecrackers. News media such as radio, television, newspapers, and the Internet should do a good job in promoting the safety management of fireworks and firecrackers. Kindergartens, schools and guardians of minors should educate children, students and minors to set off fireworks and firecrackers in a legal, civilized and safe manner. Article 5 If any unit or individual discovers any behavior prohibited by these Measures, they have the right to report it to the public security, production safety supervision and management, urban management and law enforcement and other departments. If it is verified to be true, the whistleblower will be rewarded in accordance with regulations. Reporting reward measures shall be formulated separately by the municipal public security organ in conjunction with relevant departments. Chapter 2 Discharge Management Article 6 It is prohibited to set off fireworks and firecrackers in the following areas of this city: (1) The areas under the jurisdiction of Huancui District, Weihai Torch High-tech Industrial Development Zone, Weihai Economic and Technological Development Zone, and the jurisdiction of Zhangcun Town The area is the area north and east of the connection between Hexing Road and Provincial Highway 202 in the area under the jurisdiction of Yangting Town, and the east of Provincial Road 202 and the connection between Wenquan West Road and Wenquan Road in the area under the jurisdiction of Wenquan Town. The area west of Quansheng Road, east of Provincial Road 204, north of Hexing Road, and west of Shuangdao Bay within the jurisdiction of Chucun Town; (2) South and east of Weiqing Expressway in Wendeng District, and west of Hushan Road, The area north of Xiaoyuling Reservoir and the rivers along it, Shenghai Road, Xiushan Road and Xiushan East Road; (3) Weihai Lingang Economic and Technological Development Zone east of Provincial Road 204, south of Jiangsu Road, west of Jinhua North Road, 303 The area north of the provincial highway and Weiqing Expressway; the prohibited areas in Rongcheng City and Rushan City are demarcated by the people's government and announced to the public. Article 7 Outside the areas where the setting off of fireworks and firecrackers is prohibited as stipulated in these Measures, the district (county-level city) people's government and the national-level development zone management committee may, as needed, delineate areas where the setting off of fireworks and firecrackers is prohibited or restricted, and announce them to the public. . Article 8 Fireworks and firecrackers are not allowed to be set off in the following places outside the areas where fireworks and firecrackers are prohibited: (1) Cultural relics protection units; (2) Units that produce, operate, and store flammable and explosive items; (3) Medical institutions, kindergartens, schools, and societies Welfare institutions; (4) Shopping malls, markets, public cultural service venues, scenic spots, religious activity venues and other crowded places; (5) Transportation hubs such as stations, docks, airports, and railway line safety protection zones; (6) Within the safety protection zone of energy facilities such as power transmission and transformation, gas, and fuel oil; (7) Key fire prevention areas such as mountain forests and coastal protective forests; (8) Buildings (structures) with more than nine floors or more than 24 meters tall and within 30 meters of its surroundings, high-rise buildings (structures) of key fire safety units and within 60 meters of its surroundings; (9) Other places where the setting off of fireworks and firecrackers is prohibited as stipulated by the local people's government at or above the county level. Article 9 During the heavy pollution weather warning period, fireworks and firecrackers are completely prohibited throughout the city. Article 10 Fireworks and firecrackers shall not be sold or stored in the areas and locations where the setting off of fireworks and firecrackers is prohibited as listed in Articles 6, 7 and 8 of these Measures. Article 11 When holding a fireworks party or other large-scale fireworks display activities, the organizer shall apply for a fireworks display permit from the public security organ in accordance with the regulations on hierarchical management.

Article 12 When setting off fireworks and firecrackers, attention should be paid to personal and property safety, and the following behaviors are not allowed: (1) Throwing and setting off fireworks and firecrackers at people, animals, vehicles, and buildings; (2) Hanging or throwing fireworks and firecrackers from buildings or structures Setting off fireworks and firecrackers; (3) Setting off fireworks and firecrackers in other ways that endanger personal and property safety. Article 13 The town people's government and sub-district office shall guide the villagers committee, residents' committee and owners' committee to formulate villagers' convention, residents' convention and owners' convention to regulate the behavior of setting off fireworks and firecrackers. Outside areas where fireworks and firecrackers are prohibited, village committees, residents' committees, and owners' committees may designate safe locations for concentrated fireworks and firecrackers. Article 14 Units or individuals engaged in wedding, funeral and other services shall not provide fireworks and firecracker services to customers in areas, places or times where the setting off of fireworks and firecrackers is prohibited. Article 15 Hotels, restaurants and other operators and property service companies shall discourage illegal fireworks and firecrackers in their business premises or property management areas; if the dissuasion is ineffective, they shall report to the public security organs in a timely manner. Article 16 Units or individuals who set off fireworks and firecrackers shall immediately clean up the waste after setting off and keep the environment hygienic and clean. Chapter 3 Legal Liability Article 17 If laws, regulations and rules have provided for legal liability for acts that violate the provisions of these Measures, such provisions shall prevail. Article 18 Anyone who sets off fireworks and firecrackers in an area, place or time where the setting off of fireworks and firecrackers is prohibited, or sets off fireworks and firecrackers in a manner that endangers public safety and personal and property safety, shall be ordered by the public security organ to stop setting off in accordance with the law and shall be fined one hundred A fine of not less than RMB 500 but not more than RMB 500 shall be imposed; if it constitutes a violation of public security management, public security management penalties shall be imposed in accordance with the law. Article 19 If any unit or individual engaged in services such as weddings and funerals provides customers with services of setting off fireworks and firecrackers in an area, place or time where the setting off of fireworks and firecrackers is prohibited, the public security organ shall order it to make corrections and impose a fine of not less than 1,000 yuan but not more than 5,000 yuan. A fine of less than RMB 10,000. Article 20 Any unit or individual who sets off fireworks and firecrackers in areas, places or times where the setting off of fireworks and firecrackers is prohibited, fails to clean up the waste immediately after setting off, thereby damaging environmental sanitation, shall be fined not less than 200 yuan by the urban management law enforcement department. A fine of less than 1,000 yuan. Article 22 If administrative agencies and their staff neglect their duties, abuse their power, or engage in malpractice for personal gain in the management of fireworks and firecrackers, the directly responsible person in charge and other directly responsible personnel shall be punished in accordance with the law. Chapter 4 Supplementary Provisions Article 23 These Measures shall come into effect on January 1, 2019.
