Facing the new situation, new tasks and new requirements, adhering to the people-oriented ruling concept is not only the concrete practice of implementing the spirit of the Central Plenary Session, but also the urgent need to do a good job in the current population and family planning work. Party committees, governments and relevant functional departments at all levels, especially the majority of family planning workers, can only ensure that population and family planning work keeps pace with the times, constantly improve their work level and create a new situation by adhering to the people-oriented ruling concept, earnestly enhancing their sense of responsibility and urgency, seeking truth and being pragmatic, and pioneering and innovative.

First, adhere to the people-oriented ruling philosophy, change the way of work, and improve the level of administration of family planning work according to law.

Governing the country according to law is a basic strategy put forward by our party. At present, with the promulgation of the Administrative Licensing Law, China has formed a complete administrative legal system including the State Compensation Law, the Administrative Punishment Law, the Administrative Reconsideration Law and the Administrative Licensing Law, which has comprehensively guaranteed, standardized and supervised the government's administrative behavior, and at the same time put forward new requirements for the government's rule of law construction. As far as family planning is concerned, China has formed a legal system, including population and family planning law, measures for the management of floating population's family planning work, regulations on family planning technical services, measures for the collection and management of social support fees and local regulations on population and family planning, which clearly defines people's obligation to give birth according to law and gives administrative organs the power to administer according to law. It can be said that whether the family planning work can be carried out strictly according to law directly affects the implementation of the general plan of governing the country according to law, and is also a test and exercise for the ruling ability and level of grassroots cadres. But in reality, the level of administration according to law in China is not optimistic. At work, some of our cadres think that more and more family planning rules and regulations are binding their hands and feet. There are still many people who have the misconception that "the actual situation is complicated and the quality of the masses is too low to take tough measures", and they are still obsessed with the simple and rude practice of tearing down houses to attract pigs in the past. These are the old modes of thinking formed under the old system and planned economy, which violate the requirements of "Theory of Three Represents" and become the ideological shackles that restrict the development of population and family planning work in some places. Therefore, our cadres, especially grassroots leading cadres, must pay attention to strengthening the study of population and family planning laws and regulations and constantly improve their work level. Economic development will inevitably bring about the progress of people's thoughts and the improvement of their needs, and also bring about the expansion of the field of family planning work. The original family planning management model can no longer meet the diverse needs of the people, and it is not conducive to our better work. At present, population and family planning work should be guided by Theory of Three Represents, enrich the content of population and family planning work in the new period with high-quality services, incorporate management into services, and maximize the convenience, satisfaction and service for the masses. In the work, we should unify the concept and operation mode of quality service with reducing fertility level, ensuring people's reproductive health and enhancing family happiness, and provide diversified, personalized and humanized services to continuously meet the growing needs of people of childbearing age. Vigorously develop family planning and reproductive health technology industries, and actively promote scientific and technological innovation in family planning management and services. It is necessary to further improve the service conditions of the family planning service network, improve the service system, improve the service quality and enhance the service function. Through reform, we should further guide the attention and focus of the grassroots to provide quality services for the masses and improve their work level. Conscientiously implement the work of providing family planning technical services free of charge to people of childbearing age who are practicing family planning, extensively carry out the "three deliveries to the countryside" activity with the transmission of technology, drugs (contraceptives) and health knowledge as the main content, actively promote the application of new technologies and achievements of contraception and birth control, actively and steadily promote the informed choice of contraception and birth defects intervention and reproductive tract infection prevention and control projects, implement the pre-pregnancy, postpartum and postoperative follow-up system, and comprehensively carry out environmental inspection before pregnancy. However, with the progress of society, the continuous improvement of the legal system and the continuous improvement of the ideological quality of the masses, the restrictive measures of family planning work must be adjusted accordingly to meet the needs of the situation. At present, we should focus on educating and guiding the masses to establish a scientific and progressive concept of fertility, establish an interest-oriented mechanism in accordance with the laws of the market economy and with the help of economic means, give preferential treatment and compensation to families practicing family planning in various ways, guide the masses to consciously practice family planning, and stimulate their awareness of family planning. Attention should be paid to strengthening policy propaganda and further improving social and economic policies conducive to family planning. All localities can formulate a series of social and economic policies, including collective income distribution, collective welfare, homestead division, land contracting, training, employment, medical care, housing, children's nursery, enrollment and so on, on the basis of fulfilling the family planning reward and restriction policies stipulated by laws and regulations, and give family planning families proper care. Where conditions permit, public welfare funds for population and family planning can also be established through government grants, social fund-raising, encouraging donations, etc., which can be used for giving up rewards for two-child and one-child families, helping families with difficult two-child family planning, insurance subsidies for two-child families, rewards for those who have made outstanding contributions to family planning, and free scientific and technological training. Population and family planning is a complex social system engineering, especially with the development and perfection of socialist market economy, population and family planning work is faced with multi-level, multi-faceted and multi-factor complex problems. The management of population and family planning by a single family planning administrative department can no longer meet the needs of the new situation and must adhere to comprehensive management. In essence, the population problem is a development problem.
