That is, what are the current conditions, what is the scientific basis, and how much role can individual subjective initiative play in solving this problem?

This was not easy to deal with at that time. This requires usual cultivation and accumulation, and a relatively complete emergency plan is needed in advance. In this way, we can avoid the expansion of accidents and prevent the spread of disasters.
