1. The city’s forest fire prevention period is from November 1st to May 31st of the following year.

2. During the forest fire prevention period, except for planned fire use approved by the forest and grassland fire prevention and extinguishing command agency, no unit or individual may carry out the following actions within the forest or within 500 meters from the edge of the forest:

Set off fireworks, smoking, picnics, and sacrificial fires;

Launch aerial mobile fire sources;

Use of fire in construction projects such as mountain excavation and blasting;

Other behaviors that can easily cause forest fires.

Anyone who violates the regulations and commits any of the above acts shall be ordered to make corrections by the forestry department of the people's government at or above the county level; if he refuses to make corrections, he shall be fined not less than RMB 200 but not more than RMB 1,000 for the individual and RMB 1,000 for the unit. A fine of not less than RMB 1,000 but not more than RMB 20,000 shall be imposed; if the circumstances are serious, the individual shall be fined not less than RMB 1,000 but not more than RMB 3,000, and the unit shall be fined not less than RMB 20,000 but not more than RMB 50,000; if losses are caused, compensation shall be made in accordance with the law; if a crime is constituted, the person shall be investigated in accordance with the law. criminal responsibility.

3. Any unit or individual is prohibited from destroying or illegally occupying forest fire prevention facilities and equipment. Anyone who destroys or illegally occupies forest fire prevention facilities and equipment shall be ordered to make corrections and given a warning by the forestry administrative department of the people's government at or above the county level. , individuals shall be fined not less than 500 yuan but not more than 1,000 yuan, and units shall be fined not less than 3,000 yuan but not more than 10,000 yuan; if losses are caused, compensation shall be made in accordance with the law; if a crime is constituted, criminal liability shall be pursued in accordance with the law.

4. It is prohibited for any unit or individual to build a cemetery without authorization in the forest fire prevention zone.

5. Management units and individuals of forests, trees, and woodlands shall bear the responsibility for forest fire prevention within their business scope. Anyone who fails to perform forest fire prevention responsibilities shall be ordered to make corrections by the forestry department of the people's government at or above the county level, and an individual shall be fined not less than 500 yuan but not more than 5,000 yuan, and an entity shall be fined not less than 10,000 yuan but not more than 50,000 yuan; causing a forest fire shall constitute a crime. , pursue criminal responsibility in accordance with the law.

6. If the relevant units or individuals within the forest fire prevention zone refuse to accept the forest fire prevention inspection or fail to eliminate the fire hazard after receiving the forest fire hazard rectification notice within the time limit, the forestry department of the people's government at or above the county level shall order it to make corrections. , give a warning, and impose a fine of not less than 200 yuan but not more than 2,000 yuan on individuals, and a fine of not less than 5,000 yuan but not more than 10,000 yuan on units; if a forest fire is caused and a crime is constituted, criminal prosecution will be pursued in accordance with the law.

7. During the forest fire prevention period, if live-fire drills, blasting and other activities are carried out in forest fire prevention areas without approval, the forestry administrative department of the people's government at or above the county level shall order the person to stop illegal activities, give a warning, and impose penalties. A fine of not less than RMB 50,000 but not more than RMB 100,000 shall be imposed; if a forest fire is caused, which constitutes a crime, criminal liability shall be pursued in accordance with the law.

8. During the forest fire prevention period, the management units of forests, woods, and woodlands did not set up forest fire prevention warning signs; during the forest fire prevention period, motor vehicles entering the forest fire prevention area were not equipped with fire prevention devices and fire extinguishing equipment. ; During the period of high forest fire danger, enter the forest fire danger area without permission for activities. Anyone who commits any of the above acts shall be ordered to make corrections and given a warning by the forestry department of the people's government at or above the county level, and a fine of not less than 200 yuan but not more than 2,000 yuan will be imposed on the individual, and a fine of not less than 2,000 yuan but not more than 5,000 yuan will be imposed on the unit; causing a forest fire, If a crime is constituted, criminal prosecution will be pursued in accordance with the law.

9. If a fire is caused by negligence but does not constitute a crime, he shall be detained for not less than ten days and not more than fifteen days, and may also be fined not more than 500 yuan; if the circumstances are relatively minor, he shall be given a warning or be fined not more than 500 yuan.

10. Upon discovering a forest fire, any unit or individual shall immediately report it to the local people's government, the forest and grassland fire prevention and extinguishing command agency, or the forestry, public security, emergency, and fire rescue departments.

11. This notice shall come into effect on the date of issuance.
