In view of sewage discharge, the state has formulated two systems, one is the permit system for controlling pollutant discharge (hereinafter referred to as "sewage discharge permit system"), and the other is the permit system for discharging urban sewage into the drainage pipe network. The permit system for controlling pollutant discharge, namely "pollutant discharge permit system", is a basic environmental management system that covers all fixed pollution sources and regulates the pollutant discharge behavior of enterprises and institutions according to law. In order to strengthen the management of urban drainage and sewage treatment, ensure the safe operation of urban drainage and sewage treatment facilities, prevent urban water pollution and waterlogging disasters, ensure the safety of citizens' lives and property, and protect the environment, a permit system for urban sewage to be discharged into the drainage pipe network is formulated. The competent department of housing and urban-rural construction in the State Council guides and supervises the urban drainage and sewage treatment in China.

The competent department of urban drainage shall, jointly with the competent department of environmental protection, determine the drainage households listed in the list of key pollutant discharge units, and announce them to the public. Pollution discharge permit and pollution discharge permit have the following differences:

1. The issuing authority is different. The sewage discharge permit is issued by the environmental protection department, and the sewage discharge permit is issued by the housing and urban-rural construction department.

3. For different objects. The pollutant discharge permit refers to enterprises, institutions and other producers and operators (hereinafter referred to as pollutant discharge units) included in the classified management list of pollutant discharge permits for fixed pollution sources, and in principle includes all point source pollutant discharge units that directly or indirectly discharge sewage and waste gas pollutants into the environment. The permit for discharging sewage into the drainage pipe network is applicable to enterprises, institutions and individual industrial and commercial households engaged in industrial, construction, catering and medical activities.

Application of Permit System for Sewage Discharge into Drainage Pipe Network

At present, there are two modes of car wash service in gas stations. One is the car wash attached to the gas station, which is the business content of the gas station, usually to attract customers to provide free car wash services; The second is independent car washing, which is an independent business entity, operating independently, taking responsibility for its own profits and losses, and handling business licenses separately. According to the Measures for the Administration of Urban Sewage Drainage Network License, enterprises and institutions engaged in industrial, construction, catering, medical and other activities, whether it is a gas station with a car wash or an independent car wash, must accept the adjustment of the urban sewage drainage network license system and need to apply for a sewage drainage network license according to law. In view of the daily operation and management of our company, the Measures for the Administration of Urban Sewage Discharged into Drainage Pipe Network has the following provisions to be noted:

1. Without a drainage permit, the drainage households shall not discharge sewage into the urban drainage facilities. Drainage households that discharge sewage into urban drainage facilities without obtaining a drainage permit shall be ordered by the competent department of urban drainage to stop the illegal behavior, take control measures within a time limit, and reissue the drainage permit, and may be fined not more than 500,000 yuan; Drainage households included in the list of key pollutant discharge units may be fined between 300,000 yuan and 500,000 yuan; If losses are caused, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

2. Drainage households shall discharge sewage according to the drainage category, total amount, time limit, location and quantity of sewage outlets, pollutant items and concentration determined in the drainage permit. If the drainage households fail to discharge sewage into the urban drainage facilities in accordance with the requirements of the drainage permit, the competent department of urban drainage shall order them to stop the illegal act, make corrections within a time limit, and may impose a fine of not more than 50,000 yuan; If serious consequences are caused, the drainage permit shall be revoked and a fine of not less than 50,000 yuan but not more than 500,000 yuan shall be imposed. The drainage households listed in the list of key pollutant discharge units shall be fined between 300,000 yuan and 500,000 yuan, and the relevant information shall be notified to the competent environmental protection department at the same level, and may be notified to the society; If losses are caused, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.

3 in the rain and sewage diversion area, sewage shall not be discharged into the rainwater pipe network. Within the coverage of urban drainage and sewage treatment facilities, failing to discharge sewage into urban drainage facilities in accordance with the relevant provisions of the state, or discharging sewage into rainwater pipe network in rain and sewage diversion areas, the competent department of urban drainage shall order it to make corrections and give a warning; If it fails to make corrections within the time limit or causes serious consequences, the unit shall be fined 654.38+10,000 yuan but not more than 200,000 yuan; If an individual is fined between 20,000 yuan and 654.38+10,000 yuan, and losses are caused, he shall be liable for compensation according to law.

4 drainage units and individuals shall pay the sewage treatment fee in accordance with the relevant provisions of the state. Those who discharge sewage into urban sewage treatment facilities and pay sewage treatment fees will no longer pay sewage charges. If the drainage unit or individual fails to pay the sewage treatment fee, the competent department of urban drainage shall order it to pay within a time limit. Those who refuse to pay within the time limit shall be fined 1 time and 3 times the sewage treatment fee.

5. It is forbidden to engage in activities that endanger the safety of urban drainage and sewage treatment facilities. Activities that endanger the safety of urban drainage and sewage treatment facilities include: destroying and stealing urban drainage and sewage treatment facilities; Piercing and blocking urban drainage and sewage treatment facilities; Discharge and dump toxic, flammable, explosive and corrosive waste liquid and waste residue into urban drainage and sewage treatment facilities; Dumping garbage, muck, construction mud and other wastes into urban drainage and sewage treatment facilities; Building buildings, structures or other facilities that occupy urban drainage and sewage treatment facilities; Other activities that endanger the safety of urban drainage and sewage treatment facilities. Engaged in activities that endanger the safety of urban drainage and sewage treatment facilities, the competent department of urban drainage shall order it to stop the illegal act, restore the original state within a time limit or take other remedial measures, and give a warning; Failing to take remedial measures within the time limit or causing serious consequences, the unit shall be fined between 654.38+10,000 yuan and 300,000 yuan, and the individual shall be fined between 20,000 yuan and 654.38+10,000 yuan; If losses are caused, it shall be liable for compensation according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
