Article 1: In order to further improve the overall management level and city appearance effect of Stalin Street, these regulations are formulated in accordance with relevant laws and regulations. Article 2 All relevant departments and street-facing units shall, in accordance with the requirements of these regulations, demolish illegal buildings, transform existing closed walls, rectify plaque advertisements and various stalls and kiosks, improve environmental sanitation and municipal facilities, and strengthen traffic management. Complete the greening tasks on both sides of Stalin Street in accordance with the greening design. Article 6: According to the unified plan, courtyard greening within the walls of each unit should be carried out in accordance with local conditions and the principle of adding greenery wherever possible. If the courtyard greening land is occupied to pave roads, build carports or otherwise change the nature of its use, the property rights owner shall return it on its own and organize forces to complete the greening tasks on schedule according to the greening design requirements. Article 7 Units that do not have green land on both sides of Stalin Street should vigorously develop vertical greening or adopt other forms of greening to make up for the lack of green space. Article 8 Car sales activities on both sides of Stalin Street should be cleaned up by the unit that rents the sales space on its own. In particular, any car sales activities that occupy green space and reserved land for buildings should be resolutely banned. Article 9: The existing newsstands, telephone booths and other facilities on both sides of Stalin Street shall be re-approved before April 1, 1996 based on the principles of reasonable layout and orderliness. Article 10 The installation of bus stops and bus shelters along Stalin Street must be re-examined, and the task of transforming and repairing bus shelters must be completed before May 1, 1996 to achieve The layout is reasonable, the facilities are complete, the design is novel and beautiful. Article 11: Strengthen traffic organization and management on Stalin Street. Through strict traffic management, we will put an end to the chaos of small buses and taxis randomly competing for lanes, parking, and setting up spots everywhere. Article 12 Ban unlicensed stalls and mobile vendors along Stalin Street, especially business units in areas where commercial services are concentrated. It is strictly prohibited to set up points on the street to engage in distribution activities, effectively implement the "three guarantees in front of the door" responsibility system, and strengthen city appearance and environmental sanitation management , to further improve the overall environmental sanitation management level of Stalin Street. Article 13: Strengthen the repair and maintenance of municipal facilities such as Stalin Street roads, drainage, street lights, street signs, and public toilets, and improve the integrity rate of municipal facilities. The roads should be smooth and without potholes; the drainage facilities should be intact and there should be no accumulation of water after rain; the lighting rate of street lights should reach 98%; public toilets should be cleaned and disinfected in a timely manner to ensure that the facilities are intact, clean inside and outside, and provide convenience to the general public. Article 14 Starting from the construction of standardized streets, units on both sides of Stalin Street should complete the installation of building-shaped lights by themselves. Article 15 Units that complete tasks on time in accordance with the requirements of these regulations shall be commended and rewarded; units that delay or refuse to implement these regulations for excuses shall be notified and criticized until the main leaders of the units are held accountable for their administrative responsibilities. Article 16 The Legal Affairs Bureau of Changchun Municipal People’s Government is responsible for the interpretation of these regulations. Article 17 These regulations shall come into effect from the date of promulgation.
