Chapter 1 General Provisions Article 1 is to scientifically prevent and extinguish forest and grassland fires, ensure the safety of people's lives and property, protect forest and grassland resources, maintain ecological security, and build ecological civilization. According to the "People's Republic of China and the People's Republic of China" These regulations are formulated in accordance with the provisions of relevant laws and regulations such as the Forest Law of the People's Republic of China, the Grassland Law of the People's Republic of China, the Fire Protection Law of the People's Republic of China and the actual situation of Panzhihua City. Article 2 These regulations apply to the prevention, fighting and disposal of fires in forests, woods, woodlands and grasslands within the administrative area of ??Panzhihua City. However, urban areas are excluded. Article 3 Forest and grassland fire prevention and extinguishing work follows the principles of giving priority to prevention, combining prevention and extinguishing, safety first, and scientific fire fighting, and adheres to the principles of government leadership, departmental collaboration, hierarchical responsibility, territorial management, treating both symptoms and root causes, comprehensive management, and social participation. Article 4: Forest and grassland fire prevention and extinguishing work shall implement the administrative head responsibility system and target responsibility assessment system of the municipal, county (district), and township (town) people's governments. The main person in charge of the government shall bear the main leadership responsibility, and the person in charge shall bear the direct leadership responsibility. Article 5 The municipal, county (district) and township (town) people's governments shall incorporate the construction of forest and grassland fire prevention and extinguishing infrastructure into the national economic and social development plan and annual work plan, and include forest and grassland fire prevention and extinguishing funds into the fiscal budget of the same level.

City, county (district), and township (town) people's governments can explore and establish a multi-level, multi-channel, and multi-subject social investment mechanism for forest and grassland fire prevention and suppression based on actual conditions. Article 6 The municipal and county (district) people’s governments shall establish and improve the premium subsidy mechanism for forest and grassland fire insurance. Encourage and support forest, forest, woodland, grassland management units and individuals to participate in forest and grassland fire insurance. Article 7 If forest and grassland fire prevention and extinguishing work involves more than two administrative regions, the county (district), township (town) people's government, and sub-district offices shall establish a joint prevention mechanism for forest and grassland fire prevention and extinguishing, delineate joint prevention areas, clarify joint prevention responsibilities, and implement Share information, formulate joint prevention systems and measures, and work together to prevent and extinguish forest and grassland fires in the joint prevention area. Chapter 2 Responsibilities for Forest and Grassland Fire Prevention and Fire Fighting Article 11 The municipal, county (district) and township (town) people's governments shall strengthen their leadership over forest and grassland fire prevention and fire fighting, establish and improve the forest and grassland fire prevention and fire fighting responsibility system in which the government assumes overall responsibility, Strengthen the construction of forest and grassland fire prevention and fire-fighting infrastructure, forest and grassland fire prevention and fire-fighting command systems, and forest and grassland fire prevention and fire-fighting teams, do a good job in the scientific prevention, suppression, and disposal of forest and grassland fires, and incorporate forest and grassland fire prevention and fire-fighting work into target assessment management.

City, county (district) people's governments shall report to the Standing Committee of the People's Congress at the same level the progress of forest and grassland fire prevention and extinguishing work in a timely manner. The township (town) people's government and the sub-district offices with the task of preventing and extinguishing forest and grassland fires shall establish forest and grassland fire prevention and extinguishing command institutions and perform relevant duties in accordance with the provisions of the preceding paragraph. Article 13 The forestry and grassland administrative departments of the municipal and county (district) people's governments are responsible for the supervision and management of forest and grassland fire prevention within their respective administrative areas, and perform fire prevention publicity and education, wild fire source control, daily patrols, hidden danger investigation and rectification, Responsibilities include monitoring and early warning, construction and management of relevant fire prevention and extinguishing infrastructure, and initial fire handling.

The emergency management departments of the municipal and county (district) people's governments are responsible for coordinating the mobilization of rescue forces, carrying out forest and grassland fire fighting, releasing disaster information, temporary resettlement and living security of the affected people, and are responsible for providing services in accordance with national and provincial regulations. Regarding the construction and management of fire prevention and extinguishing infrastructure, industry management departments are urged to supervise relevant enterprises to carry out fire hazard investigation and rectification work.

The public security departments of the municipal and county (district) people's governments are responsible for fire scene warning, traffic guidance, public security maintenance, fire case detection, and cooperate in other tasks according to their responsibilities.

Other relevant departments of the municipal and county (district) people's governments shall be responsible for the prevention and extinguishment of forest and grassland fires in accordance with the division of responsibilities.
