Provisions on supervision and management of construction quality and safety production of specialized projects in transport airports

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Civil Aviation Law of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Safety in Production, the Regulations on Quality Management of Construction Projects, the Regulations on Safety in Production of Construction Projects and the Regulations on Administration of Civil Airports in order to strengthen the supervision and management of construction quality and safety in production of transport airports and ensure the quality and safety in production of construction projects. Article 2 These Provisions shall be abided by when engaging in activities such as new construction, reconstruction and expansion of specialized projects of transport airports (including the civil part of military-civilian airport, hereinafter referred to as specialized projects), and supervising and managing the construction quality and safety production of specialized projects. Article 3 The scope of professional projects shall be implemented according to the contents announced by the competent civil aviation authority of the State Council in conjunction with the competent construction authority of the State Council. Article 4 Professional engineering construction quality and work safety should be people-oriented, firmly establish the concept of safe development, and adhere to the policy of safety first, prevention first, quality first and comprehensive management. Article 5 The General Administration of Civil Aviation of China (hereinafter referred to as CAAC) shall be responsible for the supervision and management of the quality and safety production of professional projects nationwide.

China Regional Civil Aviation Administration (hereinafter referred to as the Regional Civil Aviation Administration) is responsible for the supervision and management of professional engineering construction quality and safety production within its jurisdiction.

The Civil Aviation Administration and the Regional Civil Aviation Administration are collectively referred to as civil aviation administrative organs.

Civil aviation administrative organs may entrust civil aviation professional engineering quality supervision institutions (hereinafter referred to as quality supervision institutions) to implement quality supervision and management of professional engineering construction and safety supervision and inspection of construction sites. The entrusting organ shall strengthen the supervision of the entrusted quality supervision institutions. Sixth professional engineering contractors and their employees shall strictly implement the laws, regulations, rules and mandatory standards for the quality and safety of professional engineering construction according to law, and be responsible for the quality and safety of professional engineering construction.

The legal representative of the construction, survey, design, supervision, construction and other units shall designate the person in charge of the project, sign the power of attorney, and clarify the responsibilities and authority of the person in charge of the project. Seventh professional engineering construction quality or production safety accidents, the relevant units shall immediately start the emergency plan, according to the provisions of the report, organize rescue, properly protect the scene. Eighth to encourage and support professional engineering contractors to establish a scientific and systematic standardization system of engineering quality and safety production management.

Encourage and support the popularization and application of new ideas, new technologies and new methods in the field of professional engineering construction quality and safety production. Civil aviation administrative organs give policy support to the intelligent construction of professional engineering and construction industrialization.

The contractor shall strengthen the daily fine management of construction quality and safety production of professional projects, and actively create high-quality projects with good physical quality, functional quality and appearance quality. Article 9 The civil aviation administrative organ shall strengthen the credit management of professional engineering construction quality and safety production, and establish a credit evaluation mechanism for professional engineering contractors. Chapter II Quality Responsibility Section 1 Construction Units Article 10 Construction units shall implement the project legal person responsibility system, improve the project quality management system and strictly implement the quality responsibility system. Eleventh construction units shall contract out the project to survey, design, supervision, construction, testing and other units with corresponding qualification grades.

The construction unit shall clearly define the quality objectives, management responsibilities and requirements in the contract with the survey, design, supervision, construction and test units according to law, and strengthen the performance management of key personnel and construction equipment involved in quality. Twelfth construction units should scientifically determine and strictly implement the reasonable construction period, and shall not be arbitrarily compressed. The construction unit shall control the progress of the whole process and urge the relevant contractors to strictly implement the construction period. Article 13 The construction unit shall organize the inspection of the quality management work of the relevant contractors and the detection of the project quality, guide the relevant contractors to make timely rectification, strengthen the project quality management measures, and realize the project quality objectives. Article 14 Before delivering the construction drawing design documents to the construction unit, the construction unit shall complete the examination of the construction drawing design documents in accordance with the requirements of the Regulations on the Administration of Transport Airport Construction. Fifteenth before the start of construction, the construction unit shall organize the survey and design units to carry out survey and design disclosure to the construction, supervision and test units.

If the survey and design documents are inconsistent with the actual situation on site, the construction unit shall organize the survey, design, supervision, construction unit and relevant experts to conduct necessary technical and economic demonstration.

Major changes have taken place in the preliminary design of professional engineering, and the construction unit shall report to the original preliminary design examination and approval department for approval before implementation. Article 16 The quality of engineering materials, building components and equipment purchased and supplied by the construction unit shall conform to the provisions of the state, the requirements of design documents and the contract. Seventeenth construction units shall organize relevant units such as survey, design, supervision and construction to carry out project completion acceptance according to law. The completion acceptance shall meet the relevant requirements.

Professional engineering without completion acceptance or unqualified completion acceptance shall not be delivered for use. Eighteenth construction units should check the application reliability evaluation of new technologies, new materials, new processes and new equipment. Section 2 Survey and Design Units
