Article 17 No external flue or external protective fence (net) shall be installed on the frontage of a building.

those who violate the provisions of the first or second paragraph of this article shall be ordered to make corrections within a time limit and may be fined between 5 yuan and 2 yuan.

Section 2 Appearance Management of Roads and Bridges

Article 19 For roads (including pavements that are connected with urban road sidewalks outside the building line and used for pedestrians), bridges and their ancillary facilities, the management and maintenance unit shall establish a patrol system, strengthen daily management and maintenance, and keep them clean and tidy.

Article 2 It is forbidden to occupy urban roads, squares, bridges, underpasses (tunnels), street gardens and other public places to engage in the following activities, except for special needs such as public interests and reported to the city management department for approval:

(1) setting up markets and stalls;

(2) stacking, operating and building facilities;

(3) conducting publicity, business or entertainment activities;

(4) other activities prohibited by laws, regulations and rules.

those who violate the provisions of the first or second paragraph of the preceding paragraph shall be ordered to correct immediately, and a fine of more than 1 yuan and less than 5 yuan shall be imposed on individuals and a fine of more than 2, yuan and less than 1, yuan shall be imposed on units; Refuses to correct, confiscate the illegal occupation of facilities and articles. In violation of the provisions of the preceding paragraph third, shall be ordered to make corrections; Those who refuse to make corrections may be fined between one hundred yuan and five hundred yuan for individuals and between one thousand yuan and five thousand yuan for units.

Article 21 Shopping malls, shops, restaurants, etc. facing the street are not allowed to sell goods or engage in other business activities beyond doors, windows and external walls.

those who violate the provisions of the first paragraph of this article shall be ordered to make corrections, and may be fined between 2 yuan and 1, yuan, and the articles beyond the doors, windows and exterior walls shall be confiscated. In violation of the provisions of the second paragraph of this article, it shall be ordered to make corrections; Refuses to correct, punishable by a fine of fifty yuan; If the circumstances are serious, the articles sold along the street shall be confiscated.

Article 23 It is forbidden to dry or hang clothes and other articles on urban roads, bridges, guardrails, street signs, telephone poles, lampposts, trees, hedges and other facilities.

those who violate the provisions of the preceding paragraph shall be ordered to correct immediately; Those who refuse to make corrections shall be fined between fifty yuan and two hundred yuan.

Section III Management of Slogans and Publicity Materials

Article 24 No unit or individual may, without authorization, hang, post, depict, spray or distribute publicity materials and slogans on the facades, doors and windows, bridges, guardrails, electric poles, trees, pavements and other facilities or outdoor public places. For major celebrations, festivals or other special circumstances, it is really necessary to temporarily hang up or set up slogans and promotional materials, which shall be reported to the urban management department for approval, and shall be cleared in time after the expiration.

in violation of the provisions of the preceding paragraph, the publicity materials distributed by them shall be confiscated, and the publicity materials and slogans hung, posted, portrayed and sprayed shall be ordered to be removed within a time limit, and a fine of not more than 1 yuan shall be imposed on individuals and not more than 5 yuan but not more than 2, yuan shall be imposed on units; If it is not cleared within the time limit, it will be cleared on its behalf.

article 26 the urban management department shall, according to the development plan of city appearance and environmental sanitation, prepare an implementation plan for setting up local night lighting, and organize the implementation after reporting to the people's government at the same level for approval.

Article 27 The installation of night lighting shall meet the following requirements:

(1) The facilities are beautiful and clean, which will not affect the landscape effect in daytime;

(2) the facilities are safe, environmentally friendly and energy-saving;

(3) the lighting effect of local landscape is in harmony with the surrounding environment;

(4) it does not affect road traffic safety and the normal life of citizens.

the night lighting of important areas and buildings should be included in the monitoring system of urban lighting facilities.

article 28 the owner or management and maintenance unit of night lighting is responsible for the daily maintenance and management, and the owner or management and maintenance unit shall keep the lighting facilities clean and in good condition, open and close normally and use safely.

if the patterns, characters and lights of night lighting are incomplete or dirty, corroded, obsolete and the facilities are damaged, it should be cleaned, repaired and replaced in time.

the opening and closing of night lighting should obey the regulations of the city management department.

those who violate the provisions of the second paragraph of this article shall be ordered to make corrections; those who fail to make corrections within the time limit may be fined between 2 yuan and 1, yuan for individuals and between 1, yuan and 5, yuan for units.
