According to the implementation opinion, the focus of Hebei ex situ poverty alleviation and relocation this year has shifted from engineering construction to follow-up support. In the first half of the year, the province completed the construction of public service facilities and poverty alleviation industries (projects) supporting centralized resettlement projects, and completed the demolition, reclamation and greening work during the year. At least 1 household relocated poor laborers to achieve employment, community governance and publicity and education have achieved remarkable results, and the sense of acquisition, happiness and security of the relocated people have been further improved, laying a solid foundation for ensuring that the fight against poverty will be won as scheduled by the end of 2020.

The implementation opinions put forward that on the basis of fully completing the task of ex situ poverty alleviation, relocation and resettlement, we should fully overcome the impact of the epidemic, do a good job in six key tasks, and vigorously promote the follow-up assistance work.

Accelerate the construction of supporting parks and improve the interest linkage mechanism. Continue to adhere to the principle of "co-construction of two districts", and urge all localities to speed up the construction of supporting industrial parks (projects) in 50 unfinished resettlement communities, all of which will be completed and put into use in the first half of the year. Combine poverty alleviation cooperation and fixed-point assistance between the east and the west. Counties that support the relocation task will arrange labor-intensive and eco-friendly poverty alleviation industries around the resettlement area. Establish and improve the mechanism of poverty alleviation in 632 supporting industrial parks (projects), give priority to attracting relocated people to work nearby, and promote the stable income increase of relocated people.

Increase employment support and strengthen stable income support. Establish training and employment files door by door, track 83,800 relocated laborers who have transferred jobs, and encourage employers to carry out on-the-job skills training to ensure long-term adaptation to employment needs. For the 20,500 relocated laborers who are willing to work but have not realized the transfer of employment, we will increase the training and guarantee, develop jobs such as road maintenance, forest protection, grass protection, ecological protection, and work-for-work relief, and promote their employment as soon as possible through job introduction and job promotion on the employment platform.

Improve supporting facilities and improve education and medical security. Strengthen the quality management of newly-built (renovated and expanded) supporting public service facilities and speed up the construction progress. The 2 1 supporting education and medical public service facilities supported by the state and the province and funded by various localities were all completed in the first half of the year. Carry out the comprehensive utilization of retired old houses according to local conditions, and complete the compilation of 66 17 sets of comprehensive utilization plans for retired old houses before the end of 10. Accelerate land reclamation and greening, and complete the remaining 486 16.8 mu of land reclamation and greening before the end of February. Earnestly calculate the income of surplus land indicators, formulate repayment plans in advance, help repay on time, and ensure that ex situ poverty alleviation and relocation loans are repaid as required.

Improve grassroots organizations and improve the level of community governance. Strengthen the construction of community grassroots organizations in resettlement areas. Resettlement areas with a population of less than 300 people can be directly incorporated into the management of grassroots organizations in resettlement areas, and new grassroots organizations are encouraged to be established in resettlement areas with a population of more than 300 people. We will promote the construction of party committees in county resettlement areas, general party branches in township resettlement areas, party branches in rural resettlement areas, residents' groups, parks, and party groups in buildings and halls in an orderly manner to achieve full coverage of party organizations.

Strengthen public safety and safeguard the rights and interests of the masses. For the relocated households who apply to settle in the resettlement place, move into the household registration as soon as possible; If the account is not transferred temporarily, the temporary account and residence permit shall be handled according to the regulations. If the school-age children of the relocated households have the need to go to school in the place where they move in, they should go through the transfer formalities in time to realize the nearest admission. We will fully implement various insurance subsidy policies, handle social security such as basic medical insurance, serious illness insurance, old-age insurance, special hardship and subsistence allowances for the relocated people in a timely manner, and effectively protect the social rights and interests of the relocated people.
